Can Tho City voters proposed to consider expanding National Highway 80 through Can Tho City (from Lo Te to the section adjacent to Provincial Road 919) to ensure the safety of people traveling through this area, as well as ensure meeting the needs of local socio-economic development.
Voters also recommended that the Ministry of Construction direct the management unit to consider and promptly invest in installing a synchronous drainage culvert on National Highway 80 to avoid flooding that causes unsafe traffic, especially during the rainy season.
Can Tho City voters continue to recommend the early implementation of the Long Xuyen City bypass on National Highway 91 with a length of 5.3km, in order to promptly meet the requirements for goods transportation and ensure traffic safety for the people.
After studying, the Ministry of Construction responded as follows:
According to the road network planning for the period 2021-2030, with a vision to 2050: National Highway 80 is about 216 km long (the section passing through Can Tho city is about 28.1 km long), the planning scale is level III road, 2-4 lanes; National Highway 91 is about 135 km long (the section passing through Can Tho city is about 51.2 km long), the planning scale is level III road, 2-6 lanes.
Implementing Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, after agreeing with the People's Committee of Can Tho City, the Ministry of Finance issued Decision No. 1876/QD-BTC dated May 28, 2025 to transfer National Highway 80 and National Highway 91 from the Ministry of Construction to the People's Committee of Can Tho City for management, exploitation, maintenance and investment.
The Ministry of Construction has directed the Vietnam Road Administration to coordinate with relevant agencies and units of the People's Committee of Can Tho City to carry out the handover and receipt of assets.
After receiving the assets handed over, the People's Committee of Can Tho City will organize management, use, exploitation and investment according to regulations; at the same time, issued Document No. 5591/BXD-KHTC dated June 23, 2025, requesting the Ministry of Finance to consider and submit to the Prime Minister to transfer the 2025 road expenditure source from the Ministry of Construction to the locality to carry out the management and maintenance of the decentralized national highways.
The Ministry of Construction agreed on the necessity of investing in National Highways 80 and 91 as proposed by voters above and requested the People's Committee of Can Tho City to mobilize capital to implement investment in these national highways to meet transportation needs, enhance traffic safety, and support local socio-economic development; the Ministry of Construction will coordinate with the People's Committee of Can Tho City in the investment implementation process.
