An Giang voters recommend that the Ministry of Construction implement the decentralization of management of national highways through An Giang province according to the provisions of Article 8 of the Road Law and Article 4 of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government for An Giang province to organize according to regulations.
Voters recommended that the Ministry of Construction consider and take support measures to allocate resources and invest in the construction of important and urgent transport infrastructure projects in the socio-economic development of An Giang province such as Thuan Giang Bridge and Nang Go Bridge.
In order to promote the strong development of the Mekong Delta region, contributing to the overall development of the country, in the period of 2026 - 2030, voters proposed support on balancing central budget capital to support investment in key projects for the Mekong Delta and An Giang province according to Notice No. 266/TB-VPCP dated July 6, 2023 of the Government Office on the announcement of the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of the An Giang Provincial Party Committee such as:
The route connects from the starting point of Chau Doc - Can Tho - Soc Trang Expressway to Tinh Bien Border Gate and the starting point of the Expressway to the starting point of National Highway 91C to Khanh Binh Border Gate.
The National Highway 91 bypass project through Cai Dau urban area - Vinh Thanh Trung.
Tan Chau - Hong Ngu bridge construction project.
After studying, the Ministry of Construction responded to the proposal to decentralize the management of national highways as follows:
Implementing Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, after reaching agreement with the People's Committee (UBND) of An Giang province, the Ministry of Construction has proposed and issued the Ministry of Finance Decision No. 2140/QD-BTC dated June 25, 2025 to transfer assets of road traffic infrastructure in the province from the Ministry of Construction to the People's Committee of An Giang province for management, exploitation, maintenance and investment according to its authority.
The Ministry of Construction will direct the Vietnam Road Administration to immediately coordinate with relevant agencies and units of the An Giang Provincial People's Committee to carry out the handover and receipt of assets for implementation according to regulations.
Regarding the proposal to support the allocation of resources and investment in works such as Thuan Giang Bridge and Nang Gu Bridge, the Ministry of Construction supports the proposal to prioritize and focus resources on investment in developing transport infrastructure to implement one of the breakthroughs to break the Party's strategy, support local socio-economic development and request the People's Committee of An Giang province to work with the Ministry of Finance to synthesize and report to the Prime Minister for consideration and decision; the Ministry of Construction will coordinate with the People's Committee of An Giang province in the process of reporting to competent authorities.
Regarding the investment of Thuan Giang Bridge and Nang Go Bridge as traffic projects under the management and investment authority of the locality, it is recommended that National Assembly deputies give their opinions to the People's Committee of An Giang province to soon study and arrange capital for implementation.
Regarding the proposal to support the balance of central budget capital to support investment in key projects for the Mekong Delta and An Giang province, the Ministry of Construction agreed with the proposal of voters of An Giang province and will support the reporting to competent authorities to support investment in key projects for the Mekong Delta in general and An Giang province in particular in the period of 2026 - 2030.
Regarding the implementation of projects as proposed by voters, the Ministry of Construction has sent its opinion to the People's Committee of An Giang province in document No. 2345/BXD-KHTC dated April 20, 2025.
The Ministry of Construction has agreed on the necessity of investment and requested An Giang province to promptly study and implement investment procedures, balance capital sources to implement these projects; the Ministry of Construction will closely coordinate in the process of research and investment implementation.
