Khanh Hoa voters recommend that the Ministry of Construction direct relevant agencies to review and install traffic lights at the following points:
The area at the entrance to Truong Dinh Secondary School at Km 1565+370 National Highway 1A.
The intersection between National Highway 1A and DH53 at Km1577+100, National Highway 1A.
Adjust the median strip opening point at Km1583+760, National Highway 1A (in front of Ca Na Church gate).
After studying, the Ministry of Construction responded as follows:
Regarding recommendations for installing traffic lights on National Highway 1, after receiving the recommendations of voters, the Ministry of Construction issued a document directing the Vietnam Road Administration to coordinate with local authorities and units and Ninh Thuan BOT Company Limited to inspect the site to review and handle the above-mentioned recommendations of voters.
According to the report of the Vietnam Road Administration, at the intersection between National Highway 1 (Km1565+370, right route) and the road to Truong Dinh Secondary School.
The current status of the road to Truong Dinh Secondary School is a road managed by the locality, on the left side of the route is a house with a hidden view, on the right side of the route is an irrigation canal, a narrow road surface (4m), not ensuring the width according to regulations to arrange 2 lanes for traffic.
At the intersection between National Highway 1 (Km1577+100) and DH53: the current status of DH53 is a road managed by the locality, both sides of the residential road are covered with a view, the road surface does not ensure the width according to regulations to arrange 02 lanes for traffic.
Therefore, to install traffic lights in the two above-mentioned areas according to voters' recommendations, localities must have solutions, plans, and roadmaps for clearing houses with obstructed visibility and site clearance on the DH53 branch road to arrange 02 lanes for traffic according to TCCS 24:2018/TCDBVN Standards.
To thoroughly handle the unsafe situation and enhance traffic safety at 02 intersections, on June 25, 2025, Road Management Area IV, the Vietnam Road Administration issued document No. 1512/KQLDBIV-QLTCGT to the Department of Construction requesting coordination to find solutions to handle voters' petitions.
Based on the results of the on-site inspection, the Department of Construction has a consensus. The locality will organize the installation of traffic lights using local capital and organize site clearance to ensure the arrangement of 02 lanes according to TCCS 24:2018/TCDBVN Standards at 02 above-mentioned intersection locations.
To facilitate safe and smooth traffic for people, the Ministry of Construction will continue to direct the Vietnam Road Administration to coordinate with local authorities and functional units during the implementation process.
Regarding the proposal to adjust the median strip opening point at Km1583+760, National Highway 1 (in front of Ca Na Church gate):
According to the report of the Vietnam Road Administration, on June 12, 2025, Road Management Area IV coordinated with local authorities and units to inspect the site to consider solutions and handle the above voters' petitions.
Currently, the Department of Construction has organized the preparation of the adjusted technical design documents (TKKT), extending the median strip opening point from Km1583+760 - Km1583+840 (National Highway 1) and is working with the Investor/Enterprise of the BOT project on the impact on fee collection revenue.
After the project enterprise's approval results are available, the Department of Construction will approve the technical design documents, submit them to the competent authority for licensing and organize the construction as soon as possible.
