Voters in Da Nang City proposed that the Ministry of Construction allocate investment resources to upgrade and expand National Highway 14H. Currently, the road is degraded, the road surface is narrow, causing danger to people and vehicles participating in traffic.
Voters proposed expanding the section of National Highway 1A through Ba Ren Bridge to have 4 lanes according to the plan.

After studying, the Ministry of Construction responded as follows:
Regarding investment in upgrading and expanding National Highway 14H: according to the road network planning for the period 2021 - 2030, with a vision to 2050, National Highway 14H through the old Quang Nam province is 76km long, level IV scale, 2 lanes. Current status is basically level III - IV, 2 lanes, the section from Km60 - Km76 has the scale of a type A rural traffic road (bed width = 5 m; surface width = 3 m).
Implementing the provisions of the 2024 Road Law and Decree No. 165/ND-CP dated December 26, 2024 of the Government, the Ministry of Finance has decided to transfer assets of provincial road infrastructure for management, exploitation and maintenance, including National Highway 14H. Therefore, the authority to manage, invest in upgrading and expanding National Highway 14H is the responsibility of the locality.
To meet the transportation needs and economic development of Da Nang city, the Ministry of Construction agrees with voters' recommendations on the necessity of investing in upgrading and renovating National Highway 14H.
The Ministry of Construction recommends that the People's Committee of Da Nang City proactively study and arrange local budget capital to invest in upgrading this route according to its authority.
Regarding investment in expanding National Highway 1A through Ba Ren Bridge; building a primitive traffic lane on National Highway 1A from Duy Xuyen to Phu Ninh:
According to the road network planning for the period 2021 - 2030, with a vision to 2050, National Highway 1 from Hanoi to Can Tho meets level III standards, 4 lanes.
Since 2015, the Ministry of Transport (now the Ministry of Construction) has implemented investment, completed and put into operation National Highway 1 from Thanh Hoa to Can Tho, 1,475 km long with a scale of 4 lanes.
Of which, the 85 km section through the old Quang Nam province (Km942 - Km1027) has been invested with 56 km with 4 lanes for motor vehicles and 2 lanes for mixed vehicles; the 29 km section through Duy Xuyen - Phu Ninh has 4 lanes for motor vehicles and the section through Ba Ren bridge is kept intact due to the old Ba Ren bridge with 2 lanes for parallel traffic.
To ensure traffic safety and improve the ability to pass, the Ministry of Construction previously assigned the Vietnam Road Administration to study and establish an investment project to expand National Highway 1 from Duy Xuyen to Phu Ninh; at the same time, consider adding an investment plan to expand the 29 km long section to the National Highway 1 expansion project, section Km947+000 - Km987+000 under the BOT contract form.
However, the investment in expanding this project does not ensure feasibility in terms of financial plans, and is not in accordance with Resolution No. 437/NQUBTVQH14 dated October 21, 2017 of the National Assembly Standing Committee.
On the other hand, due to resource constraints, it is not possible to allocate capital to invest in expanding National Highway 1 from Duy Xuyen to Phu Ninh in the medium-term public investment plan for the period 2021 - 2025.
The Ministry of Construction agrees with voters' recommendations on the necessity of investing in the above works. To ensure safety during the exploitation process, the Ministry of Construction assigned the Vietnam Road Administration to coordinate with localities to survey to find solutions to ensure safety for people and vehicles participating in traffic on the route.
In the process of developing a medium-sized public investment plan for the period of 2026 - 2030, the Ministry of Construction will study and report to competent authorities to invest in expanding National Highway 1 from Duy Xuyen - Phu Ninh and Ba Ren Bridge according to the planning scale.
