Support the policy of building an airport in Ninh Binh
The Ministry of Construction has just issued a document reporting to the Government with the proposal of Xuan Truong enterprise on the construction of an international airport planned in the old district of Y Yen, Nam Dinh province or a location surveyed and proposed by the Ministry of Construction; investment capital from the Ninh Binh provincial budget (after the merger) and socialized capital of enterprises, not using the central budget.
According to the Ministry of Construction, the arrangement of provincial-level administrative units will open up a new development direction, promote economic activities and transportation services. The Ministry of Construction believes that the need for planning and investing in infrastructure to develop the local socio-economy is legitimate. Ninh Binh province, after reorganizing administrative units, is a locality with potential for the air transport market, so the Ministry of Construction supports the policy of researching and supplementing the planning of new airports in Ninh Binh province after the merger.
The airport system planning approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023 has identified 12 potential airport locations; these are locations that have been studied and preliminarily evaluated for technical factors to form airports.
Of which, 3/12 locations have been coordinated by localities with the Ministry of Construction to organize the Project to study the possibility of forming airports (Gia Binh - Bac Ninh, Mang Den - Kon Tum, Van Phong - Khanh Hoa) and report to the Prime Minister to agree to supplement the Airport System Planning. The contents of the Projects have carefully assessed the criteria for the formation of airports, ensuring feasibility to supplement planning and serve as a basis for investment research.
"In Ninh Binh province (after the arrangement of provincial-level administrative units), the Airport System Planning has not determined the potential location for airport planning," the Ministry of Construction stated.
Therefore, to ensure a full basis for supplementing the new airport planning, the Ministry of Construction proposed that competent authorities assign the People's Committee of Ninh Binh province to organize the preparation of a Project to study the possibility of forming an airport in Ninh Binh to send to the Ministry of Construction for consideration and report to the Prime Minister.
During the implementation process, the Ministry of Construction will establish a professional working group to guide and support the People's Committee of Ninh Binh province and advise on the preparation and approval of the Project to ensure quality and progress.
In addition, this agency also affirmed that in the coming time, the Ministry of Construction will proactively review and adjust the Airport System Planning to ensure compliance with the new situation. The Government has assigned the Ministry of Finance to study and propose comprehensive amendments to the Law on Planning, and report to the Government to submit to the National Assembly in the coming time. Therefore, along with the research results in the Project prepared by the Ninh Binh Provincial People's Committee, the Ministry of Construction will carry out procedures to adjust the Airport System Planning according to the provisions of the law on planning to supplement airports in Ninh Binh.
Building 2 main roads and 9 bridges in 12 months
In the above proposal document, Xuan Truong enterprise proposed to build 2 main roads from Trang An and Bai Dinh Heritage with 8 lanes and build 9 bridges across Day and Hoang Long rivers; the construction period will not exceed 12 months and will be completed and handed over for use; investment capital from Ninh Binh provincial budget (after merger) and socialized capital of enterprises, not using central budget capital.
Regarding this proposal of Xuan Truong, the Ministry of Construction said that after the arrangement of administrative units, it is necessary to study and invest in adding a connecting traffic infrastructure system. According to regulations, the investment in the construction of main roads and bridges on the Day River and Hoang Long River must comply with the provincial planning and be under the management and investment authority of the Ninh Binh Provincial People's Committee (after the arrangement of provincial-level administrative units).
In document No.100/UBND-VP4 dated June 30, 2025, the People's Committee of Ninh Binh province assessed this content as a responsibility of the locality and directed specialized agencies and units to urgently review the provincial planning as a basis for implementing investment and construction in the coming time, ensuring compliance with viewpoints, orientations, development goals and regulations of the law.
The Ministry of Construction agrees with the opinion of the Ninh Binh Provincial People's Committee and will direct specialized agencies and units to coordinate and guide the province in the implementation process.
