The Government Office has just issued Document No. 4573/VPCP-CN to the Minister of Construction, Chairmen of the People's Committees of Ninh Binh, Nam Dinh, Ha Nam provinces and Xuan Truong Construction Enterprises, conveying the direction of Deputy Prime Minister Tran Hong Ha on the proposal to build an international airport in Y Yen district (Nam Dinh province) and a system of infrastructure for regional connecting bridges and roads.
The Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the People's Committee of Ninh Binh province (after merging provincial-level administrative units) and relevant agencies to study the proposal of Xuan Truong Construction Enterprise. The results of the research and specific plans must be reported to the Prime Minister in writing in June 2025.
Previously, in early June, Mr. Nguyen Van Truong - Director of Xuan Truong Construction Enterprise - submitted Document No. 225/TTr-NDXT to General Secretary To Lam, proposing to invest in the construction of an international airport with 9 bridges across the Day River and Hoang Long River, connecting the center of Ninh Binh province with Nam Dinh City (Nam Dinh) and Phu Ly City (Ha Nam).
According to the proposal, the airport is expected to be located in Y Yen district (Nam Dinh) - a place bordering the center of Ninh Binh and with favorable terrain conditions, or at another location surveyed and proposed by the Ministry of Construction. The airport will simultaneously serve the goals of developing tourism, culture and national defense when necessary.
Enterprises propose to use local budget capital of the new Ninh Binh province along with socialized capital from enterprises, not using the central budget. The total investment level has not been specifically announced, but it affirms the commitment not to put pressure on the national budget.
Along with the airport project, Xuan Truong also proposed to build 2 main roads from Trang An Heritage, Bai Dinh to Nam Dinh and Phu Ly tourist areas - each route including 8 modern lanes - along with 9 river-crossing bridges to strengthen the connection of the Red River Delta and the North Central region.
According to Xuan Truong construction enterprise, with the expectation that Ninh Binh will become a national cultural - tourism center. With 12 million visitors in 2024, expected to reach 20 million in 2025, the current infrastructure has begun to overload. A breakthrough is needed to relieve traffic pressure and improve service standards.
According to the enterprise, the construction period of the road axes is expected to not exceed 12 months if approved and the site is handed over on schedule. All items are committed to implementing advanced technology and high quality standards.
The proposal to invest in the above strategic infrastructure works takes place in the context that the Government is directing the completion of the plan to reorganize provincial-level administrative units, including the merger of Ninh Binh and Nam Dinh provinces into the new Ninh Binh province. If implemented, the project will play an important role in inter-regional connectivity, socio-economic development and creating a new boost for the tourism industry.
Currently, the Ministry of Construction is coordinating with relevant localities to carefully review and evaluate planning factors, legality, capital sources and implementation capabilities before submitting them to the Government for consideration.
