The People's Committee of Bac Kan province has just submitted Document No. 161/TTr-UBND to the Prime Minister and the Ministry of Construction proposing to consider and assign the People's Committee of Thai Nguyen province (new) as the competent authority to implement the investment in the Bac Kan - Cao Bang expressway project.
According to the Submission of the People's Committee of Bac Kan province, the proposal for the People's Committee of Thai Nguyen province (new) as the project management agency is based on current regulations, especially the 2019 Law on Public Investment and Decree No. 58/2024/QH15 of the National Assembly. The assignment of a central or local agency with sufficient capacity as a governing body is in accordance with regulations.
During the investment preparation process, the People's Committee of Bac Kan province has closely coordinated with central ministries, branches and related localities. In the Minutes of Work dated November 10, 2023, the People's Committees of Bac Kan province and the People's Committees of Cao Bang province agreed on the investment policy for this project.
According to the People's Committee of Bac Kan province, Thai Nguyen is a locality with experience in implementing many large transport infrastructure projects, especially the Bac Kan - Cho Moi expressway and the Thai Nguyen - Bac Giang - Vinh Phuc regional connecting road project, with a total investment of large investments.
Therefore, assigning the People's Committee of Thai Nguyen province as the governing body will create more favorable conditions in the implementation process, especially in site clearance and resource mobilization.
Meanwhile, the People's Committee of Cao Bang province also submitted a document to the Prime Minister, proposing to be the investment management agency for this road project.
According to the People's Committee of Cao Bang province, through experience in implementing the Dong Dang - Tra Linh expressway, the province has accumulated the capacity to implement major projects, especially trans-provincial routes with complex terrain.
Therefore, the province recommends directly managing the work in its area, and at the same time proposing to adjust the end point of the route to connect with the Dong Dang - Tra Linh expressway, creating a circular traffic axis to serve regional development.
The Bac Kan - Cao Bang Expressway Project is a Group A project, a level I project, with a total length of about 87.30 km. Of which, the section through Bac Kan province is about 58.75 km long, the section through Cao Bang province is about 28.55 km long. The expressway is designed with an 80 speed limit, designed speed of 80km/h.
The total preliminary investment of the project is about VND 29,893.555 billion. Specifically, the section passing through Bac Kan province is VND 18,535.887 billion and the section passing through Cao Bang province is VND 11,357.668 billion.
