The People's Committee of Hai Duong province has decided to reorganize the Provincial Construction Investment Project Management Board on the basis of receiving 12 Regional Construction Investment Project Management Boards. The rearrangement aims to unify management units and improve the effectiveness of organizing the implementation of construction investment projects in the area.
The Provincial Construction Investment Project Management Board is a public service unit under the Provincial People's Committee, implementing a financial autonomy mechanism according to Government regulations. The unit is under the direct direction of the Provincial People's Committee and is also subject to guidance and inspection of expertise and profession of relevant departments and branches.
The Board is assigned a number of main functions including: being the investor of a number of construction projects using budget capital or state capital outside the budget when assigned; managing construction investment projects according to the decentralization of the Provincial People's Committee; participating in managing a number of urban development contents and projects in the form of public-private partnership (PPP).
Regarding the organizational structure, the Board has a Director and no more than 3 Deputy Directors. The functional and professional department consists of 3 departments: Office; Planning - synthesis department; Technical - Appraisal department. The project management room block consists of 3 rooms: Project Management rooms 1, 2 and 3. In addition, the Board also has 12 affiliated public service units, corresponding to previous areas such as: Hai Duong, Chi Linh, Kinh Mon, Kim Thanh, Tu Ky, Thanh Ha, Ninh Giang, Cam Giang, Gia Loc, Thanh Mien, Binh Giang, Nam Sach.
The reorganization of the Provincial Construction Investment Project Management Board is an important step in the process of streamlining the apparatus, improving the quality of management, strengthening public investment discipline and efficiency in using investment capital in Hai Duong province.
