Bringing administrative procedures to the people
Chairman of Ca Mau Provincial People's Committee directed the Provincial Public Administration Service Center and People's Committees of communes and wards to urgently improve the quality of service to people and businesses; and at the same time complete the establishment and put into operation the Mobile Administrative Procedure (TTHC) Resolution Team from July 15.
Mobile PA settlement teams have the task of directly supporting, guiding, receiving dossiers and returning results at the place of residence for the elderly, people with disabilities, people with meritorious services to the revolution, policy families and other vulnerable groups. In the initial stage, teams prioritize resolving essential procedures, with a large number of arising dossiers, directly related to the legitimate rights and interests of people and eligible for deployment according to the mobile public service model.
To ensure progress, localities are urgently preparing human resources, equipment and necessary conditions before the model officially operates.

In Vinh Trach ward, where the first mobile administrative procedure processing team model of Ca Mau province is implemented, Mr. Nguyen Hoang Phuong - Deputy Director of the Ward Public Administrative Service Center - said that bringing administrative services to the hamlets will help reduce the amount of dossiers concentrated at the one-stop-shop department, shorten people's waiting time and reduce pressure on officials to process procedures.
According to Mr. Phuong, in addition to receiving and processing dossiers, officials in the team also guide people to use online public services, register accounts, restore VNeID electronic identification passwords and support operations on smartphones. Through this, people, especially the elderly, gradually access and use digital platforms proficiently.
Prepare human resources, publicize hotlines
Ms. Bui Thi Toi, residing in hamlet 4, Vinh Trach ward, said that being directly guided by officials helps her easily carry out procedures related to electronic identification even though she is not proficient in using smartphones.
I find this model very convenient, the staff guides wholeheartedly, so doing procedures is not as difficult as I thought," Ms. Toi shared.
Currently, 100% of administrative procedures under the authority of Vinh Trach ward have been provided in the form of online public services, of which 184 are full process procedures. The rate of online dossiers reaches 99.57%.
According to local authorities, the deployment of mobile TTHC settlement teams will contribute to changing service methods, bringing the government closer to the people, reducing travel time, especially for cases of difficulty in accessing administrative agencies.

In Nguyen Phich commune, Mr. Tran Quoc Su - Vice Chairman of the Commune People's Committee - said that the locality is completing the arrangement of personnel, facilities and professional training to ensure that the mobile TTHC settlement team operates on schedule.
According to Mr. Su, the locality identifies administrative reform as a key task, so it has proactively improved the capacity of the staff, fully prepared conditions for the model to operate effectively from the early days.
The Chairman of the Provincial People's Committee requests communes and wards to publicize the hotline phone numbers of the Mobile Administrative Procedure Resolution Team at headquarters, One-Stop Shop, portals or electronic information pages and local information platforms to receive and promptly handle reflections and recommendations from people and businesses. Cases exceeding authority must be immediately reported to competent authorities for resolution, not to be prolonged or cause trouble.
