Many surplus houses and land facilities are handed over and then left there.
The results of the review at 103 agencies, units and localities show that Ca Mau province has 456 redundant houses and land arising after administrative unit arrangement in the period from March 1, 2025 to April 30, 2026.
Most of the facilities have been developed handling plans such as transferring them to other agencies for use, arranging them as hamlet and hamlet headquarters, educational and medical facilities, or assigning land fund management units to receive them.
According to the inspection results, 281 land and housing facilities have not yet been arranged for use, with a total land area of more than 546,700m2 and nearly 118,700m2 of house area. In addition, there are 49 facilities that have been assigned management, but have not had a plan for use, with more than 132,000m2 of land and over 52,000m2 of houses.

Meanwhile, 52 facilities have not completed handling plans due to incomplete legal documents, lost documents or disputes and encroachments.
Slow handling not only reduces the efficiency of using public assets but also causes many projects to continue to degrade, incurring management and protection costs.
Many shortcomings in public asset management
Through review, functional agencies discovered that data on redundant houses and land at some units was not consistent, and it was necessary to compare and update them many times to determine the current situation. Some localities reported incompletely, and asset management records were still lacking, causing difficulties in developing handling plans.

Many establishments have not completed legal procedures on land, have not been granted land use right certificates or lack construction dossiers. After arranging the organizational structure, the handover of dossiers between units is also incomplete, slowing down the inventory and review process.
The coordination between agencies in handling surplus assets is not synchronized. Some units are slow to provide documents, slow to complete dossiers, affecting the overall processing progress.
Some abandoned headquarters for a long time have deteriorated and been damaged. Notably, the old Vinh Loi District People's Procuracy headquarters and the old Bac Lieu Provincial Social Insurance headquarters experienced theft of doors during the time they were not in use. Some other facilities have arisen disputes, encroachment or improper use, prolonging the handling time.

It can be seen that a large volume of redundant houses and land only truly promotes value when handled promptly, in accordance with regulations and put into service for development goals.
What is worth noting is that the management of public assets after arrangement still has loopholes that need to be overcome soon. Each day, one headquarters continues to be vacant, meaning that assets lose value, while the budget still has to allocate resources to manage, protect and overcome damage.
