On September 16, the Government Office announced that it had just issued Circular 03/2025/TT-VPCP guiding the implementation of administrative procedures under the one-stop, one-stop mechanism at the one-stop department and the National Public Service Portal.
The Circular clearly stipulates the tasks and powers of the Commune-level Public Administration Service Center (PVHCC).
Accordingly, the PVHCC Center is allowed to advise the People's Committee, Chairman of the People's Committee at the commune level or perform according to the authority the tasks and powers prescribed in Decree No. 118/2025/ND-CP and specific tasks and powers.
Regarding monitoring the implementation of the one-stop, one-stop mechanism, and supervising the implementation of administrative procedures, the PVHCC Center will advise the Chairman of the Commune People's Committee to promulgate regulations on the organization of the Commune-level Public Administration Service Center.
The Center guides, monitors, urges, and inspects the implementation of administrative procedures of organizations and individuals under the management of the People's Committee at the commune level.
Monitor, urge, and supervise the process of handling administrative procedures to ensure compliance with regulations on quality and time; coordination and communication between levels and agencies in the process of handling administrative procedures.
The Center also monitors and evaluates the satisfaction of people and businesses in implementing administrative procedures to improve service quality.
In addition to organizing professional and technical training; monitoring, urging, commenting, and evaluating the compliance with internal regulations and rules of work of personnel working at the PVHCC Center; the center also has the task of proposing initiatives and solutions to innovate, improve, and improve the quality of its services.
The PVHCC Center is responsible for guiding organizations and individuals to prepare, supplement, and complete documents; check the status of electronic identification accounts; receive paper or electronic records; digitize records according to regulations; collect fees, charges, and other financial obligations (if any).
In addition to guiding and supporting the implementation of online public services, the center also updates documents, implementation steps into management software and sends them to competent agencies and individuals for settlement; monitors, urges, and returns results of handling administrative procedures.
The Center is responsible for advising the People's Committees and Chairmen of the People's Committees at the commune level to issue programs and plans for reforming administrative procedures, controlling administrative procedures in localities; controlling regulations and the implementation of administrative procedures according to the provisions of law.
The Center will receive, process or report to competent authorities to handle feedback and recommendations from organizations and individuals related to the implementation of administrative procedures at the PVHCC Center, or related to professional units, cadres, civil servants, public employees and employees under the management authority of the People's Committee at the commune level during the handling of administrative procedures.
Synthesize and report on administrative procedure reform and control.
This agency is issued under its authority or submitted to the Chairman of the Commune People's Committee to issue regulations, processes, and technical guidance documents on the management and operation of information systems and application programs to serve the unit's operations.
