The whole Central region focuses on responding to storm No. 5: Do not let people stay in dangerous areas

Faced with the complicated developments of storm No. 5 (Kajiki), provinces from Thanh Hoa to Hue, Da Nang and Quang Ngai simultaneously deployed drastic measures, mobilizing maximum forces and means, resolutely putting the safety of people's lives and property first.

Proactively take each step, determined from the grassroots

According to the Nghe An Province Hydrometeorological Station, from the afternoon of August 24, the wind in Nghe An sea area will gradually increase to level 6 - 8, then increase to level 9 - 10, near the storm center level 11 - 12, gusting to level 15; waves 4 - 6m high, the storm center area can reach 8m. On land, from the night of August 24 to the end of August 26, Nghe An is forecast to have especially heavy rain, common rainfall of 150 - 300mm, some places over 500mm, with the potential risk of flooding, flash floods and landslides.

In this situation, on the evening of August 23, Chairman of the Provincial People's Committee Le Hong Vinh signed the Prime Minister No. 25, requesting the whole province to urgently implement the "4 on-site" motto, proactively respond to storms and flood circulation.

In Cua Lo, the government mobilized police and militia to go to each block of town and accommodation to notify and guide tourists and fishermen. Nearly 260 fishing boats have been safely anchored at Cua Hoi and other storm shelters. People simultaneously used sandbags and water bags to tie the corrugated iron roofs and lower the height of trees. Mr. Ngo Duc Kien - Secretary of Cua Lo Town Party Committee - affirmed: "We have established a forward command team, closely following 39 residential blocks, ensuring absolute safety for people and tourists. Boats and aquaculture cages all have shelters, leaving no one on the vehicle when the storm makes landfall".

On Hon Ngu Island, officers and soldiers of the Joint Stock Company reinforced their houses and prepared rescue plans. Resort 382 (Nghe An Police) mobilized 40 officers to both protect the unit and help people move their assets.

The army and border guards support people in evacuation

In Quang Tri, the Provincial Military Command has deployed storm prevention orders, ready to mobilize when situations arise. Hundreds of ships were taken to the shelter. In Cua Viet commune, nearly 300 fishing boats of fishermen were brought ashore by border guards and people, tied tightly to the stone embankment. Major Vo Nhu Xa - Deputy Head of Cua Viet Port Border Guard Station - said: "In addition to supporting the bringing of boats to shore, officers and soldiers are also divided into many teams to go to residential areas to help build houses, trim trees, relocate assets, and ensure safety for people".

In Thanh Hoa, on the morning of August 24, the Provincial Civil Defense Command issued a decision to ban the sea from 8:00 a.m. In Sam Son, hundreds of fishermen are busy pulling their boats ashore, no one dares to be subjective even though it is still sunny. The provincial police Department requires absolutely no people to stay on their vehicles when the storm makes landfall.

In Ha Tinh, more than 400 people including police, soldiers, union members, and local people gathered to reinforce nearly 200m of the coastline in Dan Hai commune - where the landslide just occurred. Mr. Tran Quynh Thao - Chairman of the Commune People's Committee - informed: "About 400 people have participated in transporting hundreds of cubic meters of boulders and sand for embankments to prevent landslides. We mobilized 4 more excavators to urgently complete the work before the storm made landfall".

Da Nang tightens "4 on-site" laws, bans citywide land use

According to the National Center for Hydro-Meteorological Forecasting, at noon on August 24, storm No. 5 will strengthen to level 13, gusting to level 16, the center of the storm is 520km east of Ha Tinh. Faced with the danger, the Steering Committee for Disaster Prevention and Control of Da Nang City urgently met with leaders of 94 communes, wards, and special zones to thoroughly grasp the spirit of "4 on-site".

On the same day, Da Nang issued a sea ban. The Border Guard called on 4,148 ships with 21,000 workers to seek shelter. By the morning of August 24, all ships had received information and moved safely. At Tho Quang fishing port, hundreds of fishing boats joined in to anchor. Fisherman Nguyen Van Bay was moved: "Hearing the news of a strong storm, we brothers immediately sent the boat back. It's a great way to get to shore safely."

Cu Lao Cham "domestically unemployed, foreignally unemployed"

In Tan Hiep island commune (Cu Lao Cham, Quang Nam), the government has temporarily suspended all tourism and passenger transport activities since August 24, implementing the state of "internal non-export, foreign non- fluid".

Ms. Pham Thi My Huong - Chairman of the Commune People's Committee - said: "The plan to evacuate people in dangerous areas to safe places such as schools, cultural houses, and border posts has been planned in detail by us, ready to be activated at any time. Food, provisions and essential necessities have also been fully stocked, ensuring the lives of people on the island in case of long-term isolation".

Border guards coordinate with authorities to arrange safety for nearly 150 boats and reinforce aquatic cages.

In Quang Ngai, Mr. Vo Anh Tung - Deputy Head of the Irrigation Department - said: By 10:30 on August 24, the whole province had 601 ships/4,699 workers at sea, all of whom had received storm information. 57 aquaculture cages in Ly Son have been notified to be brought ashore. The Inland Waterway Port Authority prepared a plan to bring passengers from the island to the mainland before 12:45 on August 24, then stopped all Sa Ky - Ly Son transportation.

High vigilance in Nam Tra My mountainous area

In Nam Tra My, Tra Leng, Tra Van communes - where a catastrophic landslide occurred in 2020, the authorities proactively planned relocation. Along National Highway 40B, cracks have appeared in many hills and mountains. Shock troops and local businesses prepare vehicles to be ready for rescue.

Mr. Luong Nguyen Minh Triet - Chairman of the People's Committee of Da Nang City - requested to review and complete the response scenario to storms, floods, and landslides, proactively evacuate people from dangerous areas, ensuring absolute safety for people and tourists.

* Storm No. 5 is assessed to be strong, moving quickly, having a wide impact, and causing flooding, flash floods, and landslides. The North Central and Central Coast provinces have simultaneously deployed early and drastic prevention, synchronously mobilizing authorities, the army, the police, the border guards and the people.

From Nghe An, Ha Tinh, Thanh Hoa to Quang Tri, Hue, Da Nang, Quang Ngai..., the general spirit is not to let people stay in dangerous places, not to let ships go to sea, absolutely protect life and property.
