According to the People's Committee of Cam Pha City, immediately after the press reported the plan to organize a party and concert in Doi Cave (also known as Cung Dinh Cave), part of the cave system at Vung Duc Relic and Scenic Landscape Area, Cam Dong Ward, the city established an interdisciplinary team to inspect.
According to the People's Committee of Cam Pha City, the Ban Co mountain range located in the Vung Duc Relic and Scenic Landscape Area has a natural cave system with sparkling, magical rocks. The caves here were formed along with the history of the formation of Ha Long and Bai Tu Long bays. Including 2 Caves of Thien Dang and Long Van Caves belonging to the original relic; Doi Cave is not the original cave.
These caves are also not located in the buffer zone of Ha Long Bay, but are located on the shore of Bai Tu Long Bay.
Through inspection, Vung Duc Scenic Area is currently managed by Vung Duc Tourism Company Limited according to regulations for attractions and tourist attractions (Having a certificate of land use rights; Certificate of business registration; Management and monitoring records of fire prevention, fire fighting and rescue activities (PCCC&CNCH); registering for electronic tickets according to current regulations and organizing ticket sales, listing ticket prices at the entrance gate of the attraction; arranging human resources to manage and serve as tour guides, cleaning to ensure environmental hygiene and conditions to ensure safety for visitors coming to visit).
The company is doing a good job of preserving the original state of the natural cave with the stone cages of Thien Dang Cave and Long Van Cave (according to the relic records established in 1999); at the same time, maintaining the current status of the road and infrastructure to ensure safety for visitors when visiting and learning about the Vung Duc scenic spots invested by a company many years ago.
Vung Duc Tourism Company Limited is exploiting cultural services (with cave tour ticket collection registered with competent authorities) according to regulations, such as: Organizing for visitors to experience caves in scenic spots, arranging tour guides to introduce relics and scenic spots for visitors. At the tourist destination in the Doi Cave area - not the original relic area - there are locations for selling drinking water, eating coffee sticky rice, conferences, seminars, and games when visitors request and without affecting the original protection area of the relic (Tien Dang Cave, Long Van Cave).

Through inspection, Cam Pha City said that this company has not built or invested in any construction since receiving it to organize exploitation from the previous unit; strictly implemented regulations on environmental sanitation, security, order, fire prevention and rescue, other provisions of law to organize activities to serve visitors to learn about relics and safe tourist destinations; there were no reports from tourists about the city's hotline related to the unit's activities.
Regarding Vung Duc Tourism Company Limited's signing of a cooperation contract with another company to organize activities at Dong Cave is to create new tourism products according to the direction of the People's Committee of Quang Ninh province in Plan No. 19/KH of the People's Committee dated January 20, 2025 of the Provincial People's Committee on tourism development in Quang Ninh province in 2025.
Currently, the two companies are continuing to complete the plan to organize activities, aiming to create new tourism products to attract domestic and foreign tourists to Cam Pha to seek opinions from the provincial departments and branches.
