On August 1, the Khanh Hoa Provincial Party Committee said: After rearranging provincial-level administrative units and building a two-level local government model, the Provincial Party Committee Standing Committee has focused on directing the improvement of the organizational apparatus and adding personnel to the missing leadership positions at the commune and ward levels.
To date, the province has completed the completion of 19 positions including: 4 Standing Deputy Secretaries of the Party Committee, 8 Vice Chairmen of the People's Council and 7 Vice Chairmen of the People's Committees at the commune level. Of these, 9 people were mobilized from the provincial level and 10 people were on-site officials.
In localities that are lacking qualified personnel, the province will continue to review to select and submit additional supplements according to regulations.
In particular, the Commanders of the Military Commands of communes and wards have been appointed to join the Executive Committee and the Standing Committee of the Party Committee for the 2025-2030 term.
After 1 month of operation, all 64 communes and wards have now become stable.
Cadres and civil servants quickly stabilized their ideology and effectively implemented administrative procedures for people and businesses without interruption. The service spirit of the staff is highly appreciated by people and businesses.
The province has arranged 61 working headquarters for agencies under the Party, the Front, and provincial-level socio-political organizations in 4 wards of Nha Trang; 156 working headquarters have also been arranged for 64 new communes and wards to ensure conditions for administrative operations.
Basic equipment meets requirements, but some places have old machinery and slow processing speed. Specialized agencies are reviewing the demand to balance the cost of re-essayment according to regulations.
However, the operation of the two-level local government model in Khanh Hoa still faces some difficulties.
Some provisions in the Law on Organization of Local Government are not consistent with specialized laws. This has caused confusion in determining the authority to establish a Public Administration Service Center, a Project Management Board under the People's Committee at the commune level.
The use of non-professional cadres at the commune level also faces difficulties in the allowance contracting mechanism.
Some administrative software such as electronic document system (VBDLIS), civil status software are not synchronous, affecting the settlement of interconnected administrative procedures, especially in the fields of birth, residence and health insurance for children.
In particular, the confirmation of income for people who want to buy social housing is still confusing due to the lack of specific instructions.
There is currently no process for receiving, verifying and legal basis for the People's Committees at the commune level to confirm according to the form prescribed by the Ministry of Construction.
As of July 30, 2025, 8/68 Party Committees at the grassroots level have successfully held congresses. The Khanh Hoa Provincial Party Congress for the 2025-2030 term is expected to be held from August 27 to 29, 2025.
Khanh Hoa Provincial Party Committee recommends that the Central Party Office synthesize the above problems and report to the central ministries and branches for appropriate guidance and adjustments so that the two-level government model can soon operate stably, synchronously and effectively in the coming time.
