On July 31, the People's Committee of Khanh Hoa province announced that it had a plan to implement the Program to cut and simplify administrative procedures related to production and business activities in the period of 2025 - 2026.
The plan has many drastic reform goals, aiming to create maximum convenience for businesses.
Accordingly, in 2025, the province aims to reduce at least 30% of unnecessary investment and business conditions; reduce 30% of the time to handle procedures and administrative compliance costs.
100% of administrative procedures related to enterprises will be carried out online, smoothly, transparently, minimizing the use of documents and no longer depending on provincial administrative boundaries.
The province also requires the completion of the entire implementation of the plan to decentralize the authority to handle administrative procedures.
At the same time, review and simplify all internal administrative procedures in State agencies to comply with the streamlined and efficient apparatus model.
In 2026, the plan sets higher requirements: Cutting and simplifying 100% of unnecessary, conflictive, overlapping investment and business conditions or lack of specific regulations; completely abolishing business conditions not on the list of conditions under the Investment Law.
The time to process procedures and compliance costs are expected to continue to be cut by half compared to 2024.
In particular, all information and documents in administrative procedures will only need to be provided once by the enterprise to the state management agency.
100% of eligible administrative procedures will be performed online throughout. The reporting regimes of enterprises will also be completely switched to electronic form.
To ensure effective implementation, the Provincial People's Committee requests departments, branches, and commune-level People's Committees to identify this as a key task for the 2025 - 2026 period.
The heads of agencies and localities are fully responsible to the Chairman of the Provincial People's Committee for the implementation results; proactively develop a specific plan, allocate sufficient resources and implement on schedule and with quality.
