According to the report of the Department of Construction of Khanh Hoa province, in 2025, Khanh Hoa province was assigned to build nearly 2,850 social housing units, but so far only more than 300 units have been completed.
Faced with the risk of not reaching the target, the locality proposed to adjust the progress to the following years.
According to the Adjustment of the Housing Development Program of Khanh Hoa province for the period 2021-2030 (2nd time in 2024), by 2025, the demand for land fund for social housing development in the province will be about 227.24 hectares, corresponding to about 44,881 units.
In the period of 20262030, this demand will continue to increase sharply, it is estimated that 337.87 hectares of land are needed, equivalent to about 48,751 social housing units.
Compared to Ninh Thuan province (before the merger), the demand for social housing in Khanh Hoa is dozens of times higher.
Specifically, Ninh Thuan forecasts the demand of only about 1,998 units by 2025 and 4,086 units by 2030.
Regarding the implementation progress, Khanh Hoa is currently implementing 2 social housing projects with a total of 2,773 apartments.
In 2025 alone, the province was assigned a construction target of 2,846 units. However, as of July 2025, only 302 units have been completed, and it is expected that by the end of the year, there will be only 1,404 units - less than 50% of the plan.
Faced with this situation, the Department of Construction of Khanh Hoa province has proposed to adjust the social housing target in 2025, allocating the unfinished part for the following years, to ensure that the total target for the entire period of 2021-2030 is still implemented on time.
Vice Chairman of Khanh Hoa Provincial People's Committee - Mr. Tran Hoa Nam - acknowledged that the demand for social housing in the area is very large, especially in the context of urban development and labor attraction.
He emphasized the need for strong enough mechanisms and policies to attract investors to participate in social housing projects.
In the 2026-2030 period, through post-merger review, Khanh Hoa province plans to implement 22 social housing projects with a total of 40,771 units.
Of which, 13 projects (14,039 apartments) are under construction, completing investment procedures or have been granted investment policies; the remaining 9 projects with 26,732 apartments are being included in the preparation plan.
