People agree to hand over land
The Ninh Binh - Hai Phong expressway project (CT. 08) section passing through Hung Yen province has a length of 33.3km, passing through 10 southern communes of the province. The road is designed according to the standard of a complete 4-lane expressway, roadbed width 24.75m, design speed 120km/h.
According to statistics, the entire route has 3,470 affected households, individuals and organizations, with a total recovered land area of more than 268ha. The volume of site clearance is large, stretching across many areas, so localities are focusing on implementing many solutions to ensure progress.
According to the Land Fund Development Center No. 2 of Hung Yen province, as of January 13, site clearance work in many localities has achieved positive results. In Hong Vu, Kien Xuong, Quang Lich, Binh Nguyen, Tra Giang communes (former Kien Xuong district), the completed site clearance area reached 97.5%.

Meanwhile, in Thai Thuy, Thuy Anh, Nam Thuy Anh and Tay Thai Ninh communes, the completion rate reached about 90%.
Recorded in Nam Thuy Anh commune, the expressway passing through the area has a length of 2.069km, with a total recovered land area of 119,211m2. Of which, land under the land use rights of 219 households is 83,945m2, the rest is managed by organizations and units.
Ms. Le Thi Gai, in hamlet 2 Phong Lam, said that her family has 1,131.8m2 of rice fields located within the project area. After being propagated by local officials about the significance of the expressway, her family received compensation and handed over the land according to schedule.
According to Mr. Pham Quy Toan - Head of Phong Lam hamlet 2, the hamlet has more than 10,000m2 of land of 26 households that need to be recovered. Along with the commune government, the hamlet propagates through a loudspeaker system and directly exchanges with households. Thanks to that, more than 95% of households have voluntarily applied for land recovery ahead of schedule.
In Dong Hoa Village 1 - where the largest area of land is recovered in the commune - mobilization work is also being implemented flexibly. Mr. Tran Thinh Nhat, Village Head, said that the village has 29,045.9m2 of rice land of 26 households within the project scope. Information about the project is updated regularly through the village's propaganda channels, thanks to which more than 98% of households have handed over land ahead of schedule.
Establish a working group to remove obstacles
To accelerate the progress of site clearance, Hung Yen Provincial People's Committee has established an inter-sectoral working group to urge, guide and remove difficulties in the project implementation process.
The working group consists of 15 members who are representatives of leaders of departments, branches and related units such as the Department of Agriculture and Environment, Department of Construction, Department of Finance, Construction Investment Project Management Board No. 2 and land fund development units.
The working group has the task of directly guiding localities to resolve problems in compensation, support and site clearance; and at the same time summarizing and proposing to the Provincial People's Committee to handle arising issues.

According to reports from localities, site clearance is still being implemented. In Thuy Anh commune, the remaining area to be cleared is nearly 17,000m2 of 16 households. Most of the agricultural land area has been prepared for compensation, and is waiting for land acquisition notices to be issued for public disclosure and approval.
In Tay Thai Ninh commune, the remaining area for site clearance is about 15,300m2 of 19 households. Households have basically completed inventory, and specialized agencies are continuing to verify the origin of the land to develop a compensation plan.
In parallel with site clearance, localities also deployed the construction of resettlement areas to serve households that must be relocated. Kim Thanh village resettlement area has cleared 0.928ha of land on a total area of 1.183ha and is implementing construction items.
In Tra Giang commune, the Bich Khe village resettlement area of 1.4ha has completed site clearance and is under construction. Meanwhile, the Cao Trung village resettlement area (Le Loi commune) with an area of 3.02ha is currently completing the construction drawing design, and is expected to organize a construction bidding at the end of March 2026.
