At the conference, representatives of the Department of Home Affairs deployed Decree No. 177 of the Government stipulating the regime and policies for cases of non-re-election, re-appointment and officials who quit their jobs or retire at will; Decree No. 178 on policies for officials, civil servants, public employees, and armed forces when restructuring the apparatus.
At the same time, implement Decree No. 179 stipulating policies to attract and promote talented people to work in agencies, organizations and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.
Speaking at the conference, Mr. Chau Viet Tha - Director of the Department of Home Affairs of Can Tho City - said that up to this point, the city has completed the plan to arrange and streamline the organizational apparatus and has been agreed upon by the Standing Committee of the City Party Committee.
The city plans to arrange and merge 10 departments and branches and reorganize organizations under the City People's Committee, district-level professional agencies; reorganize public service units, associations and credit institutions.
It is expected that 5 departments will be reduced due to reorganization and consolidation; 2 organizations will be reduced (Office of Traffic Safety Committee and Office of New Rural Area Coordination); 28 departments and equivalent units under departments and branches will be reduced; at least 50 public service units and 22 specialized departments under the People's Committees of districts will be reduced; 32 organizations assigned by the Party and State and 1 credit institution will be reduced.
Agencies and units are currently focusing on developing projects, completing projects and plans, and submitting them to competent authorities for consideration and decision.
Previously, Mr. Tran Viet Truong - Chairman of Can Tho City People's Committee, Head of the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the city - signed and issued an Official Dispatch on completing the Project on reorganizing specialized agencies under the City People's Committee and district level.
According to the Official Dispatch, the functions, tasks, and organization of the state management apparatus on press and publishing will be transferred from the Department of Information and Communications (TTTT) to the Department of Culture, Sports and Tourism; the tasks and organization of the state management apparatus on poverty reduction will be transferred from the Department of Labor, War Invalids and Social Affairs (LDTBXH) to the Department of Agriculture and Environment (NNMT).
Transfer the task of poverty reduction from the Department of Labor, Invalids and Social Affairs to the Department of Agriculture and Rural Development (or the Department of Natural Resources and Environment in the district); transfer the function and task of state management of social protection, children, and prevention and control of social evils from the Department of Labor, Invalids and Social Affairs to the Department of Health.
Transfer tasks to the City Police, including state management tasks on drug addiction treatment and post-drug addiction treatment management (currently being implemented by the Department of Labor, Invalids and Social Affairs); state management tasks on criminal records and providing public services to issue criminal records (currently being implemented by the Department of Justice); tasks on testing and issuing road motor vehicle driving licenses (currently being implemented by the Department of Transport); state management tasks on network safety and security (currently being implemented by the Department of Information and Communications)...
