The leader of the People's Committee of Long Phu commune (Can Tho city) said that the locality has just implemented a plan to support disadvantaged people and those who have difficulty in implementing administrative procedures. This is an activity to concretize Resolution 57 of the Politburo on breakthroughs in the development of science, technology, innovation and digital transformation. At the same time, implement the local plan on administrative procedure control, deploy a one-stop, one-stop mechanism in handling administrative procedures and implementing administrative procedures in the electronic environment in 2025.
According to the commune leaders, the biggest goal is to create conditions for people, especially people with disabilities, the elderly, illiterate people, poor households, and people with difficulty accessing technology, to access administrative procedures conveniently, transparently and quickly.
From now until the end of 2026, these subjects will be directly guided by the Quick Response Support Team, the Community Digital Technology Team and the Public Administration Service Center; arranged convenient seats; supported with information filling and submitting documents online. For those who cannot go to the headquarters, commune civil servants will come to their homes to support. The supporting force also uses visual methods such as body language, pens and illustrative documents to suit each group of subjects.
Previously, civil servants of the Long Phu Commune Public Administration Service Center also went to their homes to support the confirmation of authorization documents for the elderly, the sick, and people with difficulty traveling, ensuring that the documents were processed in accordance with regulations, legal documents, and timely.

Similarly, Lieu Tu commune (Can Tho city) has also implemented the model "Supporting the reception and return of administrative procedure results at home for meritorious people, policy families, and poor households", with more than 170 households beneficiaries. Priority areas include Labor, War Invalids and Social Affairs, Justice, Civil Affairs, Land Administration, and Construction.
Mr. Hong Minh Quyen, Deputy Director of the Lieu Tu Commune Public Administration Service Center, said that people only need to contact by phone or through the Hamlet People's Committee and mass organizations for guidance. After that, the staff will go to the household to receive the documents, transfer them to the Processing Center and return the results on site. The goal is to ensure that 100% of procedures related to policies and regimes for meritorious people and vulnerable groups are resolved promptly and in accordance with regulations.

In My Tu commune (Can Tho city), the Public Administration Service Center has also operated the model "Supporting home administrative procedures for people who are unable to travel on their own". Through screening, many cases are elderly people and people with serious illnesses who need special support. Therefore, whether it is a weekend or a day off, the Center Director and civil servants still visit each household to support the signing of documents, donation documents, inheritance division agreements and many procedures under the authority of the Commune People's Committee.
