According to Plan No. 4095/KH-UBND, the implementation aims to concretize Decision No. 456/QD-TTg of the Prime Minister, gradually building a modern and synchronous traffic management, supervision and operation system, meeting the requirements of ensuring traffic order and safety in the new situation.
The goal of the plan is to form a provincial-level traffic control center, connected to the level 1 data center of the Ministry of Public Security, serving state management, traffic command and control and violation handling.
The implementation process ensures synchronization, efficiency, and compliance with regulations on information security, network security and current laws.

According to the roadmap, 2026 is a preparation phase with tasks to review the current status of infrastructure, systems and existing data; develop a master plan to implement the project.
The 2027-2028 period focuses on investing in building a Data Center, traffic control and camera surveillance systems at key routes and areas.
From 2029 to 2030, the province will complete investment items, strengthen connections, and share data with central system.
After 2030, the systems will continue to be researched for upgrading and modernization in the direction of long-term development.
The plan also identifies many key tasks such as reviewing and evaluating the current status of technical infrastructure; investing in building a Data Center and traffic operation to ensure modernity and expansion capacity.
Next is upgrading and supplementing the surveillance camera system; implementing data integration and sharing to serve state management and ensure network safety and security during operation.
The funding for implementation is allocated from the state budget, revenue from administrative violations, support from the Central Government and other legal capital sources as prescribed.
The Provincial People's Committee assigned the Provincial Police to be the leading agency, guiding, inspecting, and urging the implementation and being the investor of component projects.
Departments, branches, and localities are responsible for coordinating implementation according to assigned functions and tasks, periodically reporting results for synthesis and reporting to the Provincial People's Committee.
