On October 11, according to the reporter's research, the People's Committee of Cao Bang province issued Official Letter No. 3154/UBND-KT on research, comments, and proposals for the model "Ministry of Kit 72 hours to respond to isolated situations due to natural disasters".
The model aims to help people proactively ensure safety, maintain health and well-being in the first 72 hours of isolation, before rescue forces approach.
According to the Provincial People's Committee, the Kit system needs to meet the minimum survival needs of 72 hours, ensure enough water, energy, basic healthcare, keep warm and shelter; have a minimum shelf life of 12 months, suitable for mountainous conditions.
Every year, short-term items must be inspected and replaced; priority must be given to scattered warehouses in communes, wards or key residential areas, and reserved for about 10-20% of households at high risk.

The Kit is divided into two parts. Part I - The basic Kit set is prepared by the government or socialized unit, distributed quickly when there is a high risk, including drinking water, disinfectants, dry food, boxes, milk, first aid sets, masks, hand sanitizer, life insurance, slippers or boots, nylon tarpaulins, anti-umidity bags, garbage bags and signal horns.
Part II - The Supplement Kit is the part that people prepare at home, including spare chargers, flashlights, dry food, personal medicine, small knives, ropes, clothes, necessary documents, cash and warm-up items.
The People's Committee of Cao Bang province is assigning the Department of Agriculture and Environment to preside over and coordinate with the Provincial Police, the Provincial Military Command, departments, branches and the Provincial Fatherland Front Committee to synthesize opinions, complete the model, and submit it to the Provincial People's Committee for promulgation in October 2025.
Units should send comments to the Department of Agriculture and Environment before October 25, 2025 to agree on the issuance of a model applicable throughout the province.
The above move was made after Cao Bang suffered two consecutive historic floods. The situation of natural disasters overlapping with storms and floods has isolated many households in the area.
Equipping survival knowledge and support items during the initial period of isolation is considered by many to be very necessary and needs to be completed to soon disseminate to the people.
