On July 31, Lam Dong Provincial People's Committee held a working session with representatives of Deo Ca Group and related units on the implementation of the Tan Phu - Bao Loc expressway project.
Accordingly, the Tan Phu - Bao Loc expressway project was approved by Lam Dong Provincial People's Committee in early June with a total investment of nearly VND18,000 billion. This expressway starts in Tan Phu district (old), Dong Nai province, ends in Bao Loc city (old), Lam Dong province.
The Tan Phu - Bao Loc Expressway has a total length of 65.88km. Of which, the section in Dong Nai province is 11.91km long, the section in Lam Dong province is 53.97km long.
The Tan Phu - Bao Loc Expressway is designed with a 22m wide roadbed, with 4 lanes, expected to be completed and put into operation by the end of 2027.
At the meeting, Mr. Nguyen Thanh Chuong, representative of Lam Dong Traffic Works Management Board, said that the project is currently facing difficulties in marking site clearance.
Some communes and wards where the project passes through have not yet carried out procedures to determine specific land prices for compensation for site clearance. The project management boards in the area that are investors in resettlement area projects have not yet issued appointment decisions or seals to resolve the work according to their authority.
According to the representative of the Lam Dong Traffic Construction Management Board, currently, due to some problems, the authorities have not transferred nearly 420 billion VND to Dong Nai province to carry out compensation, site clearance, and resettlement for the project.
Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of Deo Ca Group, representative of the project proposal investor consortium, said that due to some changes, the Tan Phu - Bao Loc expressway project only has this group participating.
The Tan Phu - Bao Loc Expressway passes through mountainous terrain, with a high total investment. Therefore, the project's payback period is nearly 24 years, longer than other expressways. A representative of Deo Ca Group proposed that the competent authority adjust the capital ratio from the State budget so that this unit can reduce the payback period to less than 20 years.
At the meeting, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai requested the Lam Dong Traffic Construction Management Board to coordinate with relevant units to carefully review legal procedures, ensuring regulations to implement resettlement areas.
At the same time, he requested this unit to urgently deploy the approval of bidding documents and select investors according to regulations.
The leaders of Lam Dong province also requested departments, branches and sectors of Lam Dong province to coordinate with Deo Ca Group to resolve the proposals of this unit; determine the project land area overlapping with other planning to report to Lam Dong Provincial People's Committee for resolution.
