On July 31, Politburo member and Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired an online conference to review the work in the first 6 months of 2025 of the Steering Committee and review the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway".
Speaking at the opening of the conference, the Prime Minister stated that the strategic infrastructure development breakthrough is aimed at many goals, both promoting growth and creating new development space, reducing input costs for businesses and people, increasing the competitiveness of products, goods, businesses and the economy.
According to the Prime Minister, there is little time, from now until December 31, 2025, there are only exactly 5 months left, while the workload is still very large, high requirements, and the people's expectations are very earnest.
To complete the tasks of 2025, it requires all levels and sectors from the central to local levels to continue to be determined to be high, make great efforts, act decisively; best promote the results achieved in the first 6 months of the year; continue to effectively implement the emulation movement "500 days and nights of emulation to complete 3,000km of expressway".
The head of the Government emphasized the spirit of continuing to race against time, only discussing work, not retreating and only doing better, with the highest sense of responsibility, the spirit of the August Revolution, with the command from the heart, resolutely completing the goal of having at least 3,000km of expressway by the end of 2025 set by the 13th National Party Congress.
According to the Prime Minister, this marks exactly 1 month since the whole country operated the 2-level local government model; Despite many difficulties and challenges, the overall operation of local government has initially been stable, smooth, and timely, not leaving gaps in management and better service for people and businesses; ensuring political security, social order and safety.
In the coming time, localities must continue to make efforts, make more efforts, overcome difficulties and obstacles to successfully complete assigned tasks. In which, localities with works and projects under the Steering Committee will have to make more efforts by the commune-level authorities.

At this conference, the Prime Minister requested the Ministry of Construction, as the standing agency of the Steering Committee, to specifically report the results of the Steering Committee's work in the first 6 months of 2025 on the implementation of tasks, clearly stating the shortcomings, problems, difficulties, and implementation measures in the coming time.
The Ministry of Home Affairs reported a preliminary report on the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway" and a plan to summarize the emulation period.
Localities focus on reporting on the implementation of tasks, including: Handover of land, relocation of technical infrastructure; difficulties and problems related to construction materials if any; construction status of projects for which the locality is the governing body, especially projects in the plan to complete 3,000km of expressway by 2025.
