The sprint stage
The North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section, has a total investment of more than VND 20,400 billion (of which the construction value is nearly VND 14,500 billion), with a length of 88 km, passing through the provinces of Quang Ngai (60.3km) and Gia Lai (27.7km).
This is the largest project of the 12 component projects. The route has 3 tunnels across the mountain including tunnel No. 1 610m long, tunnel No. 2 698m long and tunnel No. 3 3,200m long, along with 77 bridges, 586 culverts, 81 underpasses for people.
According to the Government's direction, the project must be completed by the end of 2025. At this time, construction units are mobilizing maximum machinery and human resources to speed up the project's progress.

On October 14, speaking with a reporter from Lao Dong Newspaper, a representative of Deo Ca Group (the lead contractor of the consortium) said that 50 50% of construction teams with 3,000 personnel and 1,100 equipment are being deployed at the construction site. Total output to date has reached about 11,500 billion VND, equivalent to 86% of the total volume.
Regarding the road, the crushed stone aggregate has been completed 100%, and about 78 km of asphalt has been paved. According to the plan, the asphalt concrete construction is expected to be completed by the end of October 2025. Regarding the bridge, there are 77 bridges on the route, all bridges have completed the lower structure; girder casting; girder installation and are constructing the bridge deck.
Regarding the tunnel, tunnels 1 and 2 have basically completed the construction and installation of electromechanical equipment and a smart traffic system. tunnel No. 3 has dug through 2 tunnels, and is constructing concrete for tunnel lining and roadbed.
Regarding production, the assembly of traffic safety components has reached about 100% of output. Currently, the construction of safety nets on both sides of the route has been completed, and the installation of guardrails, median strips, signs, etc. is underway.
Not enough work during the day, take advantage of working at night
Mr. Tran Van Chi - Executive Director of the XL1 package said that up to now, the contractor has implemented over 90% of the package. Currently, the contractor is focusing on implementing the construction of signs, painting road markings, etc. All are trying to speed up the progress to complete the XL1 package as planned.
According to the reporter's records, in the XL2 package of more than 27km and the XL3 package of more than 30km, the working atmosphere is very bustling. Each convoy of trucks, concrete mixer trucks, excavators, bulldozers, etc. operated non-stop. A bit hot from the ground, the engine and machinery blown out of the tunnel, but could not stop the urgent labor of thousands of workers and engineers who were working day and night.

On October 10, 2025, the Government Office issued a document conveying the direction of Deputy Prime Minister Nguyen Hoa Binh on accelerating the implementation progress of the Quang Ngai - Hoai Nhon Component Project.
Permanent Deputy Prime Minister Nguyen Hoa Binh requested the Provincial Party Secretary and Chairman of the People's Committee of Quang Ngai province to focus on resolving and handling the contents under their authority in accordance with the direction of the Prime Minister.
Resolutely directing functional agencies and local authorities at all levels to focus on resolving difficulties and problems to hand over the entire project site in October 2025, in which priority is given to the main asphalt concrete pavement locations before October 15, 2025; be responsible to the Government and the Prime Minister if there are further delays...
According to the contract, the project completion deadline is August 2026, however, contractors are striving to complete before December 31, 2025, 8 months ahead of schedule. When completed, the expressway will not only contribute to reducing pressure on National Highway 1, shortening travel time, but also open up opportunities for economic and social development for the South Central region, especially Quang Ngai and Gia Lai provinces. This will be an important "push" in transport infrastructure, regional connectivity and effective investment attraction in the coming years.
