Dissatisfaction with administrative procedures
From March 1, the Traffic Police Department (CSGT) - Hanoi City Police officially carried out the task of receiving testing documents and issuing and exchanging driving licenses (GPLX). According to Lao Dong, the activities of receiving test documents and granting and exchanging driving licenses at 2 facilities under the Traffic Police Department are taking place normally. On the first day of operation, all work went smoothly and quickly.
At the first location of the Road Mechanical Inspection Team, issuing driving licenses (No. 2 Phung Hung Street, Van Quan Ward, Ha Dong District), from early morning, many people were present to complete procedures for granting and exchanging driving licenses. Many people said that they were not surprised by this new change because they had followed the information on the mass media.
Present since 6am, Mr. Le Van Hai (born in 1983, Thanh Oai, Hanoi) said that because his Class C driving license will expire at the end of March, he has arranged to go to the issuance point and change the driving license of the city police early to avoid crowds. "I came to do the procedures last week, but there were too many people so I had to go home. Today, it took about 15 minutes to complete all procedures, from completing the documents to when the traffic police received them" - Mr. Hai said.
Sharing with reporters, Mr. Hai expressed his satisfaction that the traffic police officers enthusiastically guided the procedures to take place quickly and conveniently. "During the application registration process, the soldiers enthusiastically instructed us with simple and clear procedures, the application form changed a little, and the application was submitted quite quickly. The fee for direct issuance and exchange is 135,000 VND, and the fee for online issuance is 115,000 VND" - Mr. Hai added.
Performing scientific and effective tasks
According to Captain Nhu Quoc Hoi, an officer of the Road Mechanical Appraisal and licensing Team, all administrative procedures of the people were resolved on the first day. Previously, officers and soldiers of the unit were trained in road motor vehicle testing, issuance and exchange of road motor vehicle licenses.
According to the application submission process, when people come to do the procedure, they will be checked by the traffic police to provide guidance on how to complete it in case of lack of documents or procedures. Here, the traffic police also recommended that people proactively carry out procedures through the National Public Service Portal and the VNeID application to save time, limit going directly to receiving facilities to save time and money.
With valid documents, the authorities stamped the confirmation so that people could continue to go to the one-stop department. Previously, the Department of Transport had 15 points for receiving documents directly. Currently, there are only 2 locations in Ha Dong district and Gia Lam district, so the process of building and arranging forces to receive documents must be very scientific, ensuring the fastest.
People will receive results after 5 working days, from the date of receipt of the application. The driving license information is also updated on VNeID and the driving license information lookup page of the Traffic Police Department after 3 working days from the date of completion of the application.
