Highlights of digital transformation
After implementing the two-level local government model, the scale of governance and natural area in mountainous communes have increased significantly. To solve the increasing volume of administrative procedures in the context of streamlining staff and complex geographical distance, highland communes have proactively chosen digital transformation as a key solution to remove obstacles.
In Hung Son commune, 100% of commune officials and civil servants use operating document management software, perform digital signatures and handle work completely on the network environment. The rate of digitalization of dossiers and the results of administrative procedure settlement reach 100%, helping to handle 1,321/1,330 dossiers received on time and ahead of schedule. In particular, the commune has established a Digital Technology Team to support Party building work and implement the "AI Popular Education" program to standardize digital skills for grassroots officials.
Meanwhile, Tra My commune provides 442 procedures on the electronic environment, receiving 5,514 dossiers with an online dossier rate of 93.56%, resolving on time and ahead of schedule 95.88%. Tra My commune also completed the digitization of input dossiers reaching 99.67%, collected more than 14,800 level 2 electronic identification accounts and covered the application of the Electronic Party Member Handbook to 96.17% of party members, helping to maximize the streamlining of the working process.
Removing more than 680 recommendations from grassroots levels
Assessing after one year of deploying the operation of the 2-level government, Secretary of the City Party Committee Le Ngoc Quang affirmed that the 2-level local government apparatus throughout the area has basically operated stably, smoothly, streamlined and reduced intermediate levels.
The city has focused on drastic direction, organized more than 1,250 propaganda conferences for 165,000 officials, and at the same time conducted over 120 inspections and directly removed more than 680 recommendations from the grassroots level. The quality of commune-level officials has been clearly improved with 98% having university degrees or higher and 87% having political theory degrees from intermediate level or higher, creating a solid foundation for accessing modern digital management methods.
City Party Committee leaders also frankly acknowledged the remaining limitations such as increased work pressure at the commune level after decentralization, the situation of oversupply and shortage of local officials, lack of specialized experts and information technology infrastructure in some places is not synchronized.
Secretary of the City Party Committee Le Ngoc Quang requested agencies and localities to focus on improving the quality of staff, completing job positions and further promoting the application of information technology and digital transformation in state management. The city will continue to remove obstacles under its authority and propose to the Central Government to complete the legal corridor, determined to take the satisfaction of people and businesses as the highest measure for the operational efficiency of local governments at 2 levels.
