Delayed payment, ODA Board in Can Tho notified of power and water cut

Can Tho - The electricity and water supplier in Can Tho has announced that it will stop providing services to the ODA Board due to late payment of costs.

Recently, Director of the Management Board of Construction Investment Projects using official development support capital (abbreviated as ODA Board) of Can Tho City Bui Thai Thuong has just signed document No. 440 to the People's Committee of Can Tho City on reviewing and approving budget advances to pay salaries to the unit's staff.

According to the ODA Board, the unit was authorized by the People's Committee of Can Tho City to represent the Investor to manage 2 projects including: Mekong Delta Urban Upgrading Project - Can Tho City Sub-project (Project 2), implementation period from 2012 - 2018 and Can Tho City Development and Urban Resilience Enhancement Project (Project 3), implementation period from 2017 - June 30, 2024.

Due to objective reasons regarding site clearance, epidemic situation, etc., Project 3 cannot be completed by the end of the agreement on June 30, 2024.

The ODA also said that the unit is urgently coordinating with the departments, branches and branches to complete the procedures and submit the approval procedure to adjust the capital source and the project implementation time to 30.12.2027 as the basis for completing the remaining items of the project to ensure the project objectives are approved, carry out the handover procedures to use the construction items that have invested in completed and settlement of the project as prescribed.

With the remaining work to be done in the coming period, maintaining the personnel apparatus is necessary.

At the end of 2024, the 2024 counterpart capital plan of Project 3 has not been used, which is 358.98 billion VND, and is waiting for adjustment and extension of the project implementation period to continue to use in 2025.

Up to now, the estimated revenue for project management costs of Project 3 has been allowed by the City People's Committee to be used until the end of March 2025 at VND 1,093,452,849.

However, the project has not used the counterpart capital plan for 2024 to be translated to 2025 so that the Project Management Board can withdraw the estimated budget for payment of operations in the first quarter of 2025; the organization and implementation of the Project Management Board's activities face many difficulties.

In particular, Ninh Kieu Power Company has announced the suspension of power supply, Water Supply Branch No. 2 has announced the temporary suspension of water supply to the Project Management Board due to late payment of service costs.

Therefore, the ODA Board proposed that the People's Committee of Can Tho City approve the policy of allowing the unit to advance budget sources to maintain the Board's project management activities in 2025 with an amount of more than 1.093 billion VND. This advance payment is still included in the total approved project management cost estimate of Project 3.

The ODA Board also committed that immediately after Project 3 is allowed to use the counterpart capital plan in 2024 and is converted to use in 2025 or is allocated the capital plan for 2025, the Project Management Board will withdraw funds according to the approved estimate to return to the budget.
