Slow handling of impacts from the North-South expressway project in Ha Tinh

TRẦN TUẤN |

The North - South Eastern Expressway Project, phase 2021 - 2025, passing through Ha Tinh province with 2 component projects Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, has been officially opened to traffic for nearly 2 months, but so far some of the impacts caused by the project have not been resolved.

Compensation for cracked houses has not been completed

On June 17, Mr. Nguyen Khac Trung - Director of the North - South Expressway Component Project Management Board, Ham Nghi - Vung Ang section - said that up to now, the compensation for cracked houses of people whose houses have cracked due to the impact of the construction of the Ham Nghi - Vung Ang section has not been completed.

According to Mr. Trung, only the first phase of compensation payment with a budget of more than 1.5 billion VND has been completed, while the second phase has not yet completed the appraisal, finalization of the list, and unification of the compensation level.

According to Mr. Trung, previously, only 162 households had cracked houses and constructions affected by the construction of the North - South expressway, Ham Nghi - Vung Ang section. Of which, there are 158 households in Cam Xuyen district and 4 households in Ky Anh district. However, afterwards, based on the recommendations of the people, the investor, the contractor and the local government continued to review and determined that there were 58 more affected households. Now, there are still some more households making recommendations, so the final figure has not been finalized.

Repairing a loaned road for expressway construction

On June 17, Mr. Hoang Chien Thang - Director of the Bai Vot - Ham Nghi Expressway Project Management Board - said that contractors are still implementing the repair of the routes that they had previously borrowed from the locality to transport expressway construction materials, leading to damage, ruttings, and degradation.

The Bai Vot - Ham Nghi expressway project passing through Duc Tho, Can Loc, Thach Ha districts has affected and degraded a number of roads during construction. In particular, Duc Tho district alone has the following damaged routes: The section from Co Mo to the soccer field is about 200m long; DH46 road from the industrial cluster to Mr. Can's house is 1,100m long; the inland road from DH46 to Dam Ma (70m); the inland road from DH46 to Chua hamlet (150m)...

The Ham Nghi - Vung Ang section has affected construction routes including: Rescue road for the upstream dam of Tri River (Nguyen Tri Phuong Street) 3km long; Hoa Son Forestry Road 0.5km long; Hoa Thang Forestry Road to Hoa Tan village 3.3km long; Forestry road from Hoa Thang village to Hoa Tien village, 1.7km long...

Mr. Nguyen Khac Trung said that up to now, the routes borrowed for the construction of the Ham Nghi - Vung Ang expressway have been basically repaired and returned to the locality.

Regarding the fact that many communes that the North - South Expressway Project passes through have a series of recommendations to add connecting crossings, inland ditches, water drainage culverts, and drainage in the fields due to the impact of expressway construction, the representative of the investor of the two expressway component projects said that the contractors are reviewing and only implementing repairs and supplements with reasonable and well-founded recommendations.
