Expanding the North-South expressway sections in the East

Deputy Prime Minister Tran Hong Ha agreed in principle with the proposal of the Ministry of Construction on studying and expanding the sections of the North - South expressway in the East.

The Government Office has just issued Document No. 229/TB -VPCP announcing the conclusion of the Party Central Committee Member, Deputy Prime Minister Tran Hong Ha at the meeting on the situation of research and investment research to expand the North -South sections of the East according to the complete highway.

The announcement clearly stated that in order to meet the needs of socio-economic development, ensure security and defense, and gradually complete the infrastructure connecting economic and political centers and key economic regions, the Government has implemented investment in the North-South Expressway project in the East, which has so far completed and put into operation about 1,200km.

However, the exploitation process has encountered some shortcomings due to the limited scale of 2-lane or 4-lane expressways such as: Potential risk of traffic insecurity, traffic congestion, traffic accidents, not meeting the needs of economic development in the context of forecasting an increasing traffic volume trend.

Therefore, the Deputy Prime Minister agreed in principle with the proposal of the Ministry of Construction on studying the expansion of the North - South expressway sections in the East to overcome the above limitations.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over and coordinate with ministries and agencies to urgently develop and complete the dossier to submit to the National Assembly at the 9th Session of the 15th National Assembly (phase 2 in June 2025), striving to start construction of a number of component projects in December 2025.

In particular, the Deputy Prime Minister noted that developing specific principles, criteria and conditions to clearly identify the subjects and scope of expressway sections that need to be fully invested in and expanded; ensuring efficiency, suitability for transportation needs and the ability to balance investment resources.

The expanded investment sections must ensure the scale according to the plan, meet the standards, and be convenient in the construction process, avoid having to expand many times, and avoid wasting assets.

At the same time, review and propose specific mechanisms and policies, especially to speed up implementation progress and mobilize resources; including specific mechanisms and policies that have been allowed to be applied to the designation of common construction materials and bids.

Review and calculate fully and accurately the total investment and capital needs of each period to serve as a basis for considering the ability to balance capital allocation.

The Ministry of Construction urgently presides over and coordinates with the Ministry of Finance and relevant agencies to develop a plan for granting rights to collect tolls for completed expressways.

Calculate the franchise plan combined with upgrading and expanding assets according to the plan; report to the Prime Minister in May 2025.
