Creating views, coffee business
Nam Phuong 1 Lake has an area of over 100 hectares and is considered a climate-adjusting lung for Bao Loc city and provides important domestic water for people.
Currently, Bao Loc city is calling for investment in building projects to exploit the potential of tourism and resorts at the lake.
Recently, a number of cases of violating the safety corridor of the lake and constructing works on planned land have been strictly handled by the People's Committee of Bao Loc city according to regulations.
However, according to local people, recently, a large-scale coffee shop construction project has been built on agricultural land, with a view to Nam Phuong 1 Lake, and violations have not been handled.
Actual research shows that on this land area, its owner has built 3 works with iron frames and corrugated iron roofs. Including coffee processing stations, toilet facilities...
The remaining area was built with iron frames divided into separate areas for coffee business. In particular, the entire safety protection corridor of Nam Phuong 1 lake dam running along this coffee shop was broken by stone embankments, bricks... close to the edge of the lake.
There is also an iron bridge about 10m long built to create a view of the middle of the lake to attract visitors to take photos. Next to the bridge, there is a canoe parked near the edge of Nam Phuong 1 Lake for unknown use.
Through discussion, Mr. Pham The Ha - Vice Chairman of Ward 1 People's Committee said that after checking and making a record of administrative violations against Mr. Nguyen Viet Xuan's coffee shop, the Ward People's Committee has reported to Bao Loc City People's Committee to request handling according to its authority.
In the report, the People's Committee of Ward 1 also proposed that the People's Committee of Bao Loc City direct relevant authorities to coordinate in conducting an inspection and consideration to issue a decision to administratively sanction Mr. Nguyen Viet Xuan according to regulations.
Self-conversion of land use purposes
According to the investigation, this illegal coffee shop is owned by Nguyen Viet Xuan, residing in Loc Son ward, Bao Loc city.
What made people upset was that Mr. Xuan was a former officer of the People's Court of Bao Loc City. He has been retired for more than 2 years.
On March 5, actual records showed that there were still normal coffee business and trading activities here.
It is worth mentioning that this project was previously inspected by the People's Committee of Ward 1 (Bao Loc city) and a record of administrative violations in the land sector was drawn up on January 10, 2025.
Based on the administrative violation record issued by the People's Committee of Ward 1, Mr. Nguyen Viet Xuan's violation was arbitrarily converting agricultural land that is not rice-growing land, not forestry land, to non-agricultural land (not residential land).
The total area of the violation is 1,171m2 at plot No. 2, map sheet 2 (residential group 1, ward 1, Bao Loc city).
This plot of land has been granted a land use right certificate to Mr. Xuan, with the purpose of using land for perennial crops.
Mr. Xuan's violation is stipulated in Clause 1 and Clause 3, Article 10 of Decree 123/2024 of the Government regulating administrative sanctions in the field of land. The People's Committee of Ward 1 also requested Mr. Nguyen Viet Xuan to immediately stop the violation.
