The Ministry of Construction has 8 deputy ministers and 23 units after the merger

According to Decree No. 33/2025/ND-CP, the Ministry of Construction has 23 affiliated units after merging and consolidating with the Ministry of Transport.

The Government has just issued Decree No. 33/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Construction, effective from March 1.

Regarding the organizational structure, the Ministry of Construction has 23 affiliated units, including:

1. Office;

2. Inspectorate;

3. Department of International Cooperation;

4. Department of Legal Affairs;

5. Department of Organization and Personnel;

6. Department of Planning - Finance;

7. Department of Planning and Architecture;

8. Department of Transport and Traffic Safety;

9. Department of Science, Technology, Environment and Construction Materials;

10. Department of Economics - Construction Investment Management;

11. State Appraisal Department of Construction Quality;

12. Department of Urban Development;

13. Department of Construction Infrastructure;

14. Department of Housing and Real Estate Market Management;

15. Vietnam Road Administration;

16. Vietnam Maritime and Waterway Administration;

17. Civil Aviation Authority of Vietnam;

18. Vietnam Railway Authority;

19. Vietnam Register;

20. Information Technology Center;

21. Construction Newspaper;

22. Construction Magazine;

23. Strategy Academy, training construction staff.

Of which, 19 units are organizations that assist the Minister in performing the function of State management; 4 units are public service units serving the function of State management of the ministry.

The Planning - Finance Department has 5 departments; the Departments: Vietnam Maritime and Waterways, Vietnam Aviation, Vietnam Roads have the National emblem's seal.

The Ministry of Construction performs the function of State management of: Construction planning, architecture; construction investment activities; urban development; technical infrastructure; housing; real estate market; construction materials; road transport, rail, inland waterway, maritime, civil aviation nationwide; State management of public services in the fields of State management of the Ministry according to the provisions of law.

The Ministry of Construction also has the task of: Planning, architecture; investment and construction activities; urban development; technical infrastructure (including: Clean water supply; drainage and wastewater treatment; urban parks and trees; urban lighting; cemeteries and crematoriums; urban transport infrastructure; underground construction space management; general management of urban technical infrastructure and rural residential areas; infrastructure of road, railway, inland waterway, maritime and civil aviation; housing; real estate market; construction materials; labor safety in construction.

Duties on road transport, railway, inland waterway, maritime, civil aviation and multi-modal transport; security, traffic safety; environment in construction activities, transportation.

Currently, Mr. Tran Hong Minh - Member of the Party Central Committee - holds the position of Minister of Construction.

After the merger, the Ministry of Construction has 8 Deputy Ministers including: Deputy Minister Nguyen Van Sinh, Deputy Minister Bui Xuan Dung, Deputy Minister Pham Minh Ha, Deputy Minister Nguyen Viet Hung, Deputy Minister Nguyen Tuong Van, Deputy Minister Nguyen Xuan Sang, Deputy Minister Nguyen Danh Huy, Deputy Minister Le Anh Tuan.
