Voters sent to the 23rd session of the People's Council of Ha Tinh province the question: What is Ha Tinh's current plan to streamline the apparatus according to the Central's direction?
Responding to the question, Director of the Department of Home Affairs of Ha Tinh Le Minh Dao said that the Department is advising the People's Committee of Ha Tinh province on a project to streamline and rearrange departments and branches to be similar and suitable to local realities for unified implementation.
Answering the question, the support policy for redundant cadres in the period of 2019 - 2021 is higher than the draft support policy for redundant cadres due to the rearrangement of administrative units and streamlining of the apparatus in the period of 2023 - 2025, Mr. Le Minh Dao said that the current policy of Decree 29 is higher than before. In addition, the People's Committee of Ha Tinh province also has additional support policies.
Therefore, the Director of the Department of Home Affairs of Ha Tinh affirmed that the draft support policy for the arrangement of redundant cadres in Ha Tinh in the current period is 1.5 - 2 times higher than in the period of 2019 - 2021.
By comparison, the support policy of Ha Tinh province is also higher than the draft policies of some other provinces when those provinces only implement support according to Decree 29 without additional local support policies.
The Director of the Ha Tinh Department of Home Affairs also informed that currently, dealing with redundant civil servants and streamlining the payroll is very difficult. Because 85% of the redundant civil servants belong to the education sector. And currently, those teachers are already on the existing payroll, so it is very difficult to handle.
Many delegates also wondered about the support policy when arranging surplus staff for early retirement and immediate dismissal when streamlining the apparatus.
Mr. Le Minh Dao said that Ha Tinh has a draft policy to support those who quit their jobs immediately, 10% higher than those who retire before the age of Decree 29. That has also been calculated and carefully considered, and we hope to receive high consensus from those who are subject to arrangement and handling to streamline the apparatus.
Mr. Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Tinh province also shared that Ha Tinh will have appropriate policies to ensure that redundant cadres who feel their health is not guaranteed, or want to give up the opportunity to contribute to the younger generation, should voluntarily resign and retire early.
