On December 11, Yen Bai province held the first meeting of the Steering Committee to summarize Resolution No. 18-NQ/TW.
Accordingly, the Organizing Committee of Yen Bai Provincial Party Committee presented the Proposal to complete the membership of the Steering Committee to summarize Resolution 18; the draft report of Yen Bai Provincial Party Committee summarizing the Resolution and the projects and plans to reorganize the apparatus of the political system of Yen Bai province.
The Department of Home Affairs presented a report on the plan to reorganize the apparatus of specialized agencies under the People's Committees at provincial and district levels; administrative units at district and commune levels; associations assigned tasks by the Party and State, and public service units.
Speaking at the meeting, Mr. Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee, Head of the Steering Committee for summarizing Resolution 18 - emphasized that the innovation, arrangement and completion of the organizational apparatus is a particularly important task, a revolution in streamlining the organizational apparatus of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system, creating consensus among the people.
During the arrangement process, it is necessary to ensure smooth operation, no interruptions, no waiting time; no vacant areas or fields; no impact on socio-economic activities and people's lives.
The apparatus after the reorganization and streamlining must operate smoothly, efficiently, effectively, and effectively, and must be better than the old apparatus. Synchronously carry out the streamlining of the apparatus organization in conjunction with restructuring and building a team of cadres with sufficient qualities, capacity, and prestige equal to the task, with reasonable staffing and standardized titles.
At the same time, it is required that the rearrangement process must carry out well the political ideology work, regimes and policies for cadres, Party members, civil servants, public employees and workers within the scope of impact and influence when implementing the rearrangement and streamlining of the organizational apparatus; creating high consensus in implementation.
Along with that, note that the arrangement and adjustment of basic functions and tasks are based on the management objects of each agency and unit; ensure to avoid overlap and omission of functions and tasks between departments, branches, sectors, and between internal organizations.
For organizations within departments, branches, and district-level People's Committees that have too few tasks and are difficult to arrange staff according to regulations on standards for establishing departments, they should be arranged and merged appropriately.
