The Ministry of Justice is reviewing the draft Law on Cadres and Civil Servants (amended) drafted by the Ministry of Home Affairs and is expected to be submitted to the National Assembly at the meeting in May.
In the dossier for the appraisal of the draft Law on Cadres and Civil Servants, the Ministry of Home Affairs has consulted international experience in developing the Law on Cadres and Civil Servants.
According to the Ministry of Home Affairs, countries have built a salary structure for civil servants, including: Salary, bonus, allowance: travel, residence, area... no position allowance due to salary payment according to job position. Salary is calculated according to the average of society and the private sector.
Therefore, the Ministry of Home Affairs proposes that, to ensure the lives of civil servants, help civil servants feel secure in their work, limit additional and negative jobs, Vietnam needs to pay salaries according to job positions.
The basis for paying salaries must be calculated as an average according to the private sector paying to employees. Only then can it help cadres and civil servants feel secure in their work and contribute to limiting negativity, preventing corruption and "grey blood".
Regarding reward policies, except for China, other countries do not use the form of reward for collectives and individuals, but instead use the form of reward: monetary reward (bonus equal to 10-20% of current salary of civil servants) and holidays.
The US alone applies the form of President's honor. For agencies, the head pays cash bonuses to honor civil servants with achievements.
One is for his outstanding inventions, achievements or other personal efforts, contributing to improving efficiency, economic efficiency or improving other activities of the Government or achieving a significant reduction in paperwork.
Two is to perform a special act or service for the public interest related to your work.
Therefore, the Ministry of Home Affairs proposes that Vietnam should consider improving the efficiency and substance of emulation and reward work. Develop and supplement forms of labor performance bonuses in cash and days off.
There is a new reality, associated with the results of the assessment of the performance and labor force of civil servants.
