On September 7, speaking with reporters, Mr. Hoang Van Thach - Vice Chairman of the People's Committee of Cao Bang province said that he recently visited and urged the construction of the old Cao Bang city bypass project with a working group.
The team surveyed the site, grasped the construction situation, landslides as well as areas with problems in site clearance.
The project has a total length of more than 7 km, after the arrangement of administrative units, the project passes through Tan Giang and Thuc Phan wards, with a scale of a grade III mountainous road, with a total investment of more than 371 billion VND, invested by the Department of Construction.
According to the plan, the project must be completed before December 31, 2025. To date, the project has implemented 11 construction teams, the output value has reached nearly 50%, the capital disbursement has reached more than 81%. The work of handling the dumping site has been supplemented with environmental records and implemented according to regulations.

However, there are still more than 400m of land that have not been handed over, related to the origin of land use of some households in the two wards. This is a bottleneck that needs to be resolved soon to ensure progress.
Vice Chairman of the Provincial People's Committee Hoang Van Thach has requested localities to focus on resolving compensation and site clearance in September.
"Construction units must work overtime, speed up progress, focus on reinforcing slopes, ensuring traffic safety and environmental sanitation. Relevant agencies need to regularly inspect and update weekly reports to promptly handle difficulties, determined to complete the project on schedule in 2025" - Mr. Thach emphasized.
It is known that the investment project to build the old Cao Bang city bypass was previously the road connecting National Highway 4A with National Highway 3 (phase 1) approved by the Ministry of Transport (old) on November 9, 2006 with a total investment of more than 177 billion VND.


By March 29, 2016, the Ministry of Transport had decided to adjust the project to nearly 382 billion VND. However, due to not yet being allocated capital, construction has been suspended since 2014. On August 19, 2021, the Ministry of Transport issued a decision to stop implementing this project.
At this time, the GPMB sub-project of the above project invested by the People's Committee of Cao Bang City has partially settled the compensation, support and resettlement costs. However, there are still some shortcomings and problems in site clearance from phase 1 that have not been completely resolved.
On September 17, 2021, the Ministry of Transport approved the re-investment policy for the project and assigned the (old) Cao Bang Department of Transport as the investor with a total investment of 222 billion VND; then adjusted to 371 billion VND, targeted for completion in 2025.
In addition to the delay, the project's soil trucks also caused dust for people. Accordingly, some trucks while transporting waste soil to the Chu Trinh coal factory area (Tan Giang ward) caused a large amount of dust for people.
Regarding this reflection, the Vice Chairman of the People's Committee of Cao Bang province affirmed that he had directed the construction units to overcome this, not to let the dust affect people's lives.
