Accordingly, on November 5, the Ha Tinh Department of Construction issued a document assigning the Ha Tinh Construction Quality Inspection Center to conduct a quality assessment to serve the assessment of the cause of the incident for collapsed and damaged works under the Xuan Thanh Service and Housing Project.
The subjects of appraisal are 23 beach villas with partially collapsed works and works that were severely damaged (the foundation, floor was exposed to frog's jaw); swimming pool, damaged fence; sea embankment. If necessary, inspections and assessments of other works can be conducted to clarify related issues.
Scope of appraisal: Check and evaluate the application of standards and regulations in the design documents compared to current regulations; check the quality management process during the construction process and assess the quality of damaged and collapsed components; other contents that cause construction incidents.
The Ha Tinh Department of Construction also assigned the Center for Construction Quality Inspection to prepare an inspection outline for the subjects and scope of inspection to submit to the Incident Investigation Team for consideration and approval before November 7.
Implement according to the approved Inspection Outline to determine the cause of the incident; assess the safety level of the works after the incident, propose solutions and conditions that investors must meet to be allowed to thoroughly handle the damage to ensure the legitimate rights of the parties involved.
Synthesize and report to the Investigation Team on the results of determining the cause of the incident; coordinate with the Investigation Team to determine the responsibility of the organization and individual causing the construction incident.
Time to complete the appraisal work: according to the appraisal plan for the cause of the incident approved by the Investigation Team and not exceeding 30 days (from the date of signing the contract).

Request Hong Lam Xuan Thanh Joint Stock Company (investor) to organize the signing of a contract with the Ha Tinh Construction Quality Inspection Center on the basis of the approved inspection plan.
Providing complete records, documents, and relevant technical data to serve the assessment of the cause of the incident and creating conditions for the incident investigation team and the inspection organization to access the scene.
After having the results of the appraisal of the cause of the construction incident and determining the responsibility, the organization or individual causing the construction incident must be responsible for paying the cost of organizing the appraisal of the cause of the incident.
