On May 19, Mr. Tran Phuoc Hien - Vice Chairman of Quang Ngai Provincial People's Committee signed an official dispatch requesting departments, agencies, branches, units and localities to urgently review and report on the assessment of contents related to the provincial competitiveness index (PCI) in 2025 announced by VCCI.
Accordingly, the Vietnam Chamber of Commerce and Industry (VCCI) has just organized the Announcement Ceremony of the Vietnam Private Sector Report 2025 and the Provincial Competitiveness Index 2025 (PCI 2025), Quang Ngai ranked lowest, ranked 34/34.
According to Mr. Tran Phuoc Hien, the goal is to analyze the positive aspects, shortcomings, limitations, causes and propose tasks and directions to overcome them in order to increase points and improve the PCI ranking.
Based on the results of the announcement of the Quang Ngai Provincial Competitiveness Index (PCI) 2025 by the Vietnam Chamber of Commerce and Industry (VCCI) on May 15, 2026, and considering advice from the Investment, Trade and Tourism Promotion Center in Document No. 411/TT-XTĐT, the Chairman of Quang Ngai Provincial People's Committee issued urgent directions on reviewing and evaluating contents related to the province's PCI index.
Accordingly, departments, agencies, branches, units directly under the Provincial People's Committee, central agencies in the province, in charge of the province and People's Committees of communes, wards, and special zones, based on their functions and tasks in Decision No. 838/QD-UBND dated August 22, 2023 and the PCI results of Quang Ngai province in 2025 announced by VCCI (in Appendix 1 and PCI data for 2025), urgently review and report for evaluation.
The report needs to clarify the positive aspects; shortcomings, limitations, causes (including explaining the reasons for the decrease in points, subjective reasons, objective reasons) and propose tasks and directions to overcome in the coming time to increase points and improve rankings for indicators chaired by agencies and units in each component PCI index.
Agencies and units assigned to act as focal points for component indices to synthesize, analyze, and evaluate each component indices as focal points, then send them to the Investment, Trade and Tourism Promotion Center for synthesis and reporting to the Provincial People's Committee.
The Investment, Trade and Tourism Promotion Center is responsible for summarizing and reporting the results of analyzing and evaluating the Provincial Competitiveness Index (PCI) of Quang Ngai in 2025, and at the same time proposing tasks and solutions for implementation in 2026 and the following years.
The Department of Finance is assigned to preside over and coordinate with agencies, units, and localities to summarize, review and evaluate the Private Sector Performance Index (BPI) of Quang Ngai province, with a deadline of completion before May 25, 2026.
The Investment, Trade and Tourism Promotion Center will also preside over and coordinate with relevant agencies to advise the Provincial People's Committee to issue a Plan to improve and enhance the Quang Ngai Provincial Competitiveness Index (PCI) for the period 2026 - 2030, according to the PCI 2.0 orientation introduced by VCCI at the PCI 2025 Announcement Ceremony on May 15, 2026. This plan needs to ensure compliance with practical requirements and development conditions of the province, expected to be completed in June 2026.
According to data from the appendix, the total PCI score of Quang Ngai province in 2025 reached 55.63 points, down 10.73 points compared to 66.36 points in 2024. Specifically, basically 5/9 component indices increased points compared to 2024, including: Access to resources; Transparency; Costs of compliance with administrative procedures; Equal competition; Legal institutions.
Meanwhile, 4/9 indices decreased compared to 2024, including: Market entry; Unofficial costs; Business support policies; Constructive government.
