On May 15, 2026, in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to announce the Vietnam Private Sector Report 2025 and the Provincial Competitiveness Index 2025 (PCI 2025).
The report is built from a large-scale empirical survey with the participation of 3,546 domestic private enterprises, 586 foreign-invested enterprises (FDI) and 1,001 business households in 34 provinces and cities.
The report honors 5 best localities including: Bac Ninh, Da Nang, Hai Phong, Phu Tho and Quang Ninh. The common point of the leading group is a balanced operating structure, with at least 5/9 component indices in the top 10 nationwide.
In which, Bac Ninh leads in the Building Government index (6.67 points) and Administrative Procedure Compliance Costs (8.93 points); Da Nang leads the whole country in Market Integration with 8.70 points; Hai Phong makes a mark with 7/9 component indices in the group of 10 localities with the highest scores; Phu Tho ranks second in the whole country in Access to Resources; Quang Ninh continues to maintain high positions in the Equal Competition and Building Government indices.
Phu Tho stands out in its ability to open up resources for businesses when ranking second nationwide in Accessing Resources.
In addition, this locality also ranks fifth in terms of constructive government, and is also in the top 10 leading localities in indicators such as Business Support Policy and Unofficial Costs.
The score structure shows that Phu Tho's strength lies in the combination of the ability to unlock resources for business operations and a proactive operating apparatus, accompanying and supporting businesses.
