Acting Minister of Agriculture and Environment Tran Duc Thang has just signed a document to the Prime Minister on approving the list of public service units under the Ministry.
When merging into the Ministry of Agriculture and Environment, a total of 81 public service units under the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development will be transferred, of which: 8 units have been merged and consolidated into 4 units to be included in the organizational structure of the Ministry as prescribed in Decree No. 35/2025/ND-CP dated February 25, 2025; the remaining 73 units.
The Ministry of Agriculture and Environment will develop a plan to reorganize public service units in each field, specifically as follows:
Science and technology service unit
Currently, the Ministry of Agriculture and Environment has 15 science and technology organizations, and the expected arrangement plan is as follows:
a) Implement the plan to merge and reorganize units, including:
- Merge the Institute of Meteorology, Hydrology and Climate Change and the Institute of Environmental Sciences, Sea and Islands into the Institute of Meteorology, Hydrology, Environment and Sea.
- Merge 5 units, including: Institute for Aquaculture Research I; Institute for Aquaculture Research II; Institute for Aquaculture Research III; Institute for Aquaculture Research; Institute for Economics and Fisheries Planning and reorganization and consolidation into the Vietnam Institute of Fisheries Sciences.
- Merge the Veterinary Institute and the Veterinary Institute and reorganize and consolidate into the Vietnam Veterinary and Veterinary Institute.
b) Incorporate the Institute of Water Resources Science into the National Center for Water Resources Planning and Investigation (economic service unit).
c) Continue to maintain and simultaneously merge other public service units under the Ministry with related functions and tasks into scientific and technological public service units, including:
- Merge the Institute of Agricultural Planning and Design and the Institute of Agricultural Mechanical Engineering and Technology after harvest into the Vietnam Institute of Agricultural Sciences.
- Merge the Institute of Forestry Investigation and Planning into the Vietnam Institute of Forestry Sciences.
d) Continue to maintain and maintain the operating model, at the same time, carry out the arrangement and consolidation of the internal organizational structure, ensuring streamlining, effective, efficient and efficient operations according to the autonomous mechanism for the following Departments, including:
- Vietnam Institute of Water Resources Research;
- Institute of Geological Sciences and Minerals;
- Institute of Measurement and Mapping Sciences.
After the reorganization, there are 08 science and technology units under the Ministry of Agriculture and Environment, reducing 7/15 units.
Education and training unit
a) Continue to merge the Agricultural Management and Rural Development Officer School into the Vietnam Academy of Agriculture under the direction of the Government Steering Committee in Official Dispatch No. 06/CV-BCDTKNQ18 dated January 12, 2025; consider the option of converting the model into Vietnam Agricultural University when meeting all conditions.
b) Continue to maintain the model and streamline the internal organization of 6 education and training units, including:
- Forestry University;
- University of Water Resources;
- Bac Giang University of Agriculture and Forestry;
- Ho Chi Minh City University of Natural Resources and Environment;
- Hanoi University of Natural Resources and Environment (received the functions and tasks of the School for Training and fostering staff for natural resources and environment);
- School of Public Policy and Rural Development.
After the arrangement, 7 vocational education and training units under the Ministry of Agriculture and Environment will be reorganized; 2/9 units will be reduced.
Vocational education unit
Currently, the Ministry of Agriculture and Environment has 25 vocational education institutions, the expected arrangement plan is as follows:
a) Implement the merger and consolidation of colleges, including:
- Merge the Southern College of Technology and Forestry into the College of Mechanical and Irrigation.
- Merge the Northern Irrigation College into the College of Mechanical Engineering and Irrigation and change its name to the Northern College of Mechanical Engineering and Irrigation.
- Merge Viet Xo Construction Electromechanical College into Ninh Binh Mechanical College and change its name to Agricultural and Environmental Electromechanical College.
- Merge the Northern College of Agriculture and Rural Development into the Hanoi College of Mechanical Engineering.
- Merge Phu Tho College of Mechanical Engineering and Phu Tho College of Technology and Forestry into Phu Tho College of Mechanical Engineering and Forestry.
b) Continue to maintain the model and streamline the internal organization of 16 vocational education units under the Ministry, including:
- Bao Loc College of Technology and Economics;
- College of Food and Pharmacy;
- Dong Bac Agricultural College;
- Southern Agricultural College;
- Tay Bac Mechanical College;
- College of Economics, Technology and Fisheries;
- Bac Ninh College of Mechanical Engineering and Construction;
- College of Technology, Economics and Forestry Processing;
- Central College of Mechanical Engineering, Construction and Forestry;
- Mechanical College;
- College of Fisheries and Food Technology;
- Agricultural Mechanical College;
- Dong Bac College of Technology and Agriculture and Forestry;
- Southern College of Mechanical Engineering and Agriculture;
- Central College of Economic Technology and Irrigation.
After the arrangement, 20 vocational education units under the Ministry of Agriculture and Environment will be reorganized; reduce 05/25 units.
Economic service unit
Currently, the Ministry of Agriculture and Environment has 08 economic service units; 04 units have merged into the above scientific and technological service units; the plan to arrange and perfect the remaining economic service units is expected as follows:
a) End the operation of the Center for Natural Resources and Environment Communication; transfer functions, tasks, and personnel to units under the Ministry with appropriate functions.
b) Merge the Institute of Water Resources Science; the Institute of Water Resources Planning and the Southern Institute of Water Resources Planning into the National Center for Water Resources Planning and Investigation.
c) Continue to maintain the operation and streamline the internal organization of the Agricultural Trade Promotion Center.
d) Establish a National Land Planning and Investigation Center on the basis of reorganizing the Land Planning and Evaluation Center under the Department of Land Management and the Center for Development and Application of Land Science and Technology under the Institute of Strategy, Agricultural Policy and Environment (formerly the Institute for Land Management Research under the General Department of Land Management).
After the arrangement, 03 economic service units under the Ministry of Agriculture and Environment were reorganized, reducing 05/8 units.
Project Management Board
Currently, the Ministry has 13 management boards, the expected arrangement plan is as follows:
a) Complete the Irrigation Investment and Construction Management Boards: 1, 2, 3, 4, 5, 7, 8, 9 and 10 as follows:
- Merge the Irrigation Investment and Construction Management Board 2 and the Irrigation Investment and Construction Management Board 4 into the Irrigation Investment and Construction Management Board 1.
- Merge the Irrigation Investment and Construction Management Board 8 into the Irrigation Investment and Construction Management Board 7.
- Merge the Irrigation Investment and Construction Management Board 9 into the Irrigation Investment and Construction Management Board 10.
- Converting the operating model of the Irrigation Investment and Construction Management Board 3 into Cua Dat Irrigation Works Exploitation Company Limited and the Irrigation Investment and Construction Management Board 5 into Ta Trach Irrigation Works Exploitation Company Limited according to regulations.
b) Continue to maintain the organization and operation of 04 Project Management Boards, including:
- Agricultural Project Management Board;
- Forestry Project Management Board;
- Central Management Board of Irrigation Projects;
- Construction Investment Project Management Board.
After the arrangement and organization, there are 07 Project Management Boards under the Ministry of Agriculture and Environment; reduce 06/13 units.
Medical service unit
a) Transfer the Agricultural General Hospital and reorganize it into a unit under the Viet Duc Friendship Hospital under the Ministry of Health.
b) Continue to maintain the Nursing and Rehabilitation Center.
After the arrangement, there will be 01 health service unit under the Ministry of Agriculture and Environment; reduce 01/2 units.
Thus, after the arrangement of other public service units under the Ministry of Agriculture and Environment, the list of public service units under the Ministry of Agriculture and Environment as stipulated in the Prime Minister's Decision will be 46 units, including: 8 science and technology organizations; 07 universities, academies; 20 colleges; 3 economic service units; 07 Project Management Boards and 01 health service units.
According to the above arrangement plan, when completed, 30/80 public service units under the Ministry of Agriculture and Environment will be reduced; corresponding to a reduction rate of 37.5%.
The Ministry of Agriculture and Environment proposes and respectfully requests the Prime Minister to allow the deadline for completing the reorganization of units specified in this Article before September 30, 2025.
