In the book "Handbook of organization and operation of local government at the commune level", the Ministry of Home Affairs clearly states this content according to Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units at all levels and build a 2-level local government organization model with a temporary orientation on the number of positions of local government at the commune level.

The expected staffing framework of a commune-level government is about 32 positions (excluding party and mass organizations and not including the positions of the Commune-level Military Command).
Regarding the staffing of civil servants in public service units, on the basis of the plan to arrange and restructure public service units according to sectors and fields at the new commune level according to the guidance of the Ministry of Industry and field management, localities are responsible for arranging the staffing quota for civil servants receiving salaries from the budget in the total number of positions assigned by competent authorities, ensuring the implementation of staff streamlining in conjunction with restructuring and improving the quality of the staff, promoting autonomy for public service units according to sectors and fields in accordance with the conditions and characteristics of each locality.
In addition, in Official Dispatch 14/CV-BCD in 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels of the Government, guiding the resolution of difficulties and problems in operating a model of organizing local government at 2 levels, the Ministry of Home Affairs is also assigned to develop and submit to the Government for promulgation a Decree amending and supplementing regulations on the establishment, reorganization and dissolution of public service units (including public service units under the People's Committees at the commune level).
