Occupying riverside land, overlapping channel protection corridors
On January 29, the Inspectorate of Ca Mau province officially announced the Inspection Conclusion on the compliance with legal regulations in the fields of investment; management and use of land; construction and environmental protection for Sing Viet Song Doc Co., Ltd. and related organizations and individuals.
According to the Inspection Conclusion, Sing Viet Song Doc Co., Ltd. is managing and using land in Hamlet 7, Song Doc commune (formerly Tran Van Thoi district) to implement the Sing Viet fish meal processing plant project. Legal documents on investment and land lease of enterprises are basically in accordance with legal regulations through periods, and enterprises have fully fulfilled financial obligations regarding land.

However, the process of land use arose many serious problems. The Provincial Inspectorate determined that the enterprise had used an area of 6,945.9m2 outside the scope of the Certificate of Land Use Rights, mainly the area adjacent to the Ong Doc River, to build embankments, concrete floors and auxiliary items. This act was identified as land occupation, violating the 2024 Land Law and decrees on sanctioning administrative violations in the field of land.
Notably, in the inland waterway port area, Sing Viet Song Doc Co., Ltd. also built embankments overlapping the "applied water area", which is not in accordance with Decision No. 97/QD-SGTVT dated February 9, 2022 of the Ca Mau Provincial Department of Transport. This is an act of violating regulations on management of the protection corridor of inland waterway channels.
The Inspectorate also pointed out that after receiving the project transfer from Sing - Viet Company, the enterprise expanded the embankment without permission from competent authorities, with an area of more than 2,387m2. Although part of the cause was determined to be that the Department of Natural Resources and Environment previously did not organize land handover on the ground, and did not clearly define landmarks, the direct responsibility still belongs to the enterprise in using land in accordance with the allocated boundaries.
In addition, Sing Viet Song Doc Co., Ltd. has not completely handled the situation of 2 households encroaching on 288.5m2 of leased land, although this content has been requested in the Inspection Conclusion of the Department of Natural Resources and Environment since 2020.
Construction against permit, a series of items arise
Not only violating land, the construction sector at Sing Viet Song Doc fish meal processing plant also revealed many violations. The Provincial Inspectorate concluded that the enterprise had organized construction not in accordance with the content of the Construction Permit, and at the same time caused many unlicensed construction items.
Specifically, in addition to items allowed for repair and renovation according to Construction Permit No. 03/GPXD-SXD of Ca Mau Provincial Department of Construction, the enterprise has built additional warehouses adjacent to processing warehouses, repaired and renovated factories, cold storages, offices, factories, wastewater treatment tanks, canteens, parking garages, boarding houses, canopies and embankments. Many of these items are outside the scope of the Certificate of Land Use Rights, both violating construction order and violating land law.

The Inspectorate determined that the act of constructing against the permit of Sing Viet Song Doc Co., Ltd. is a violation of the provisions of the Construction Law and the Decree on penalties for administrative violations in construction. Notably, the dossier related to a construction permit issued by Tran Van Thoi District People's Committee (formerly) was not fully stored, causing functional agencies to have no basis to check the order and procedures for licensing, raising the issue of management responsibility of relevant agencies.
Regarding the field of environmental protection, the Provincial Inspectorate noted that the enterprise has been approved for a detailed environmental protection project, has a wastewater and exhaust gas treatment system and monitoring results all meet standards. However, Sing Viet Song Doc Co., Ltd. once had additional fish cake production activities without an environmental permit, and was administratively sanctioned by the Department of Agriculture and Environment in October 2025.
The Inspectorate of Ca Mau province proposed that the Chairman of the Provincial People's Committee assign relevant departments and branches to consider sanctioning administrative violations against Sing Viet Song Doc Co., Ltd., forcing it to remedy the consequences in the fields of land and construction; and at the same time review the responsibilities of organizations and individuals related to the management, handover of land and construction permits.
