Many degraded headquarters
Right in the center of Ganh Hao, Ganh Hao commune, Ca Mau province, the administrative area of Dong Hai district, Bac Lieu province (old) has been vacant for more than 4 years. The People's Committee headquarters is seriously degraded; vines grow all over the outside, and the inside is heavily damaged.
After Dong Hai district (old) moved to a new address, the old headquarters was handed over to the Bac Lieu Housing and Land Fund Development Center (old) for management. This unit carried out procedures to call for investment, but has not adjusted the land use plan, currently there is still land for the headquarters of state agencies, so it cannot be auctioned.
Not far from the headquarters of the Dong Hai District People's Committee (old), the headquarters of the Dong Hai District Party Committee (old) located right at the corner of the central road of Ganh Hao commune also fell into a similar situation. The working building gradually deteriorated over time.
In Bac Lieu ward, land and housing facilities that were not put into use before the province's merger were also degraded, such as the student dormitory building, built in 2013.
When the province was merged, the Bac Lieu Provincial Administrative Region (old) had more redundant land and housing facilities that needed to be exploited and used.
Review, functional conversion
Through review, Ca Mau province has more than 280 public assets that are surplus houses and land included in the arrangement and handling plan. In which, there are more than 130 lists assigned to commune-level People's Committees for management, continuing to transfer functions. The province included in the exploitation plan (land lease, auction, investment invitation) 150 lists and assigned them to commune-level People's Committees for management, continuing to transfer functions to affiliated units are 139 lists. Bac Lieu city (old) has the most lists of surplus house and land establishments included in the arrangement plan, with 64 establishments, such as Bac Lieu ward 53 lists, Vinh Trach ward 8 lists, Hiep Thanh ward 3 lists and An Xuyen ward 12 lists, Hoa Binh commune 12 lists... Ca Mau has initially converted the functions of some state agency headquarters to other establishments such as: Bac Lieu Provincial Party Committee Headquarters (old) as the Provincial Party Committee Museum; Headquarters of the Department of Information and Communications, Development Investment Fund as the Startup and Innovation
Mr. Tang Vu Em - Director of the Ca Mau Provincial Land Fund Development Center - said that currently the center is assigned to manage 40 land plots, of which 25 are allocated for auction and 15 are allocated for management.
According to Mr. Em, the center conducts a review of procedures for eligible land plots to coordinate with relevant agencies to conduct auctions. For land plots that do not meet the conditions, the center coordinates with the Departments of Natural Resources and Environment, Finance, and Construction to thoroughly review legal regulations related to land plots and houses to ensure full conditions and conduct auctions in accordance with regulations.
