On September 6, component project 3 investing in the construction of an expressway in the form of public-private partnership - Hanoi Capital Region Ring Road 4 Investment Project was started construction.
The entire route of the project is more than 113.5km long (including 103.8km of the main route and 9.7km of the section connecting the Noi Bai - Ha Long expressway direction); the total investment is nearly 56,300 billion VND. In phase 1, the project has a scale of 4 lanes.
The project has 13 elevated sections with a total length of nearly 81km, accounting for more than 71% of the route length. On the route, there are 3 large bridges over the Red River and Duong River (Hong Ha and Me So bridges over the Red River; Hoai Thuong bridge over the Duong River), along with 8 interchanges and one interchange that has been completely completed.

Hong Ha bridge is about 4.377km long, crossing Ta Hong and Huu Hong dikes, with the starting point in Me Linh commune and the ending point in O Dien commune.
Cross-section of Bc bridge = 24.5m. Prestressed reinforced concrete bridge, including culvert spans (main span 135m), Super T access spans, 18 culvert spans crossing rivers (main span 90m), 3 culvert spans crossing Huu Hong dike (main span 90m).
Construction cost is about 3,700 billion VND.

Up to now, the project enterprise - the investor (Hanoi Ring Road 4 Expressway Joint Stock Company) is deploying the construction of drilled piles to fill the access bridge (38 piles).
According to the latest information, Me Linh and O Dien communes have basically handed over enough land to contractors to construct bridge girders for casting river crossings, ensuring the completion of drilled pile construction, pier body platforms before the 2026 rainy and flood season, ensuring a construction progress of 30 months of completion (Q1/2028).

For Me So bridge, the project is about 2,024km long, crossing Huu Hong and Ta Hong dikes, starting point in Hong Van commune (Hanoi); ending point in Me So commune (Hung Yen).
According to the design, the cross-section of Me So bridge is 24.5m wide, designed with 4 lanes for motorized vehicles and arranged with one lane for motorbikes and rudimentary vehicles on each side.
Prestressed reinforced concrete bridge, including 5 spans casting spans over the Huu Hong and Red River dikes (main span 155m), Super T access spans, spans casting spans over the dike (main span 90m).
The construction cost of Me So bridge is about 1,800 billion VND.

Regarding the deployment of the Me So bridge project across the Red River, the Hanoi Traffic Construction Investment Project Management Board said that the project enterprise - the investor is deploying (Hanoi Ring Road 4 Expressway Joint Stock Company) to construct drilled piles for the approach bridge (23 piles).
Regarding difficulties and obstacles, the Project Management Board said that the scope outside the dike in Me So commune, Hung Yen province has not been completed with a length of about 0.2km, an area of 1.0ha that needs to be handed over in December 2025 to construct the bridge bridge girder and cross-river girder items to ensure the completion of drilled pile construction, pillar base before the 2026 rainy and flood season, ensuring a construction progress of 30 months of completion (first quarter of 2028).
