In a document responding to Lao Dong Newspaper, Vina 2 Construction Investment Joint Stock Company (Vina 2 Company) said that the Company also hopes to complete the project's synchronous technical infrastructure connection to hand over to local authorities.
However, the connection of the urban area with the Kim Giang road area is facing some difficulties due to problems in site clearance at alleys 282, 292, 42 Kim Giang road.
Vina 2 Company informed that the number of households subject to site clearance is large, with solid houses built (2 to 4 floors of reinforced concrete), and have been granted land use right certificates.
To clear the land according to the approved plan, the demand for resettlement housing and the cost of site clearance is very large.
Vina 2 Company has sent a document proposing to Kien Truc Department of Planning, Hoang Mai District People's Committee also submitted a document to Hanoi City People's Committee regarding the request for planning adjustment for routes in the renovation area to renovate a number of routes (including route 1, lane 282; route 3, lane 292 and route 11, lane 410) such as: maintaining the current road surface, improving the quality of the road surface and underground technical infrastructure systems such as water supply, drainage, lighting based on the opinions and recommendations of the people and Dai Kim Ward People's Committee. Regarding this content, Vina 2 Company responded as follows:
At the time the Government Inspectorate worked in 2015 (with a working minutes), the inspection team temporarily determined the land use fee for the project, including land use fee for the 36-storey D1 building (excluding the technical floor) and additional land use fee for the technical floor that must be paid for additional construction due to poor planning at D1 house, the amount of VND 6,297,800,000, based on calculating additional revenue for the 1 additional floor.
In 2016, during the land use fee appraisal process of the Kim Van - Kim Lu New Urban Area project, the City's interdisciplinary body calculated the project land use fee for a 36-storey project + 1 central unit + 1 technical unit + 1 attic + 2 basements based on the basic design that was appraised by the Ministry of Construction in document No. 1187/HDXD-QLDA dated October 8, 2015.
The minutes of the meeting of the land appraisal working group (including the Department of Finance, the Department of Natural Resources and Environment, the Hanoi Tax Department, the Department of Construction, the People's Committee of Hoang Mai District) on February 25, 2016 clearly stated: the land area paid for land use fees of the Company is 4,957.7 m2 for 3 buildings with a scale of works including: Building D1 (including: 36 floors + 1 basement + 1 technical floor + 1 attic + 2 basements); Building C (34 floors + 1 technical floor + 1 attic + 2 basements + 1 basement); Building B (43 floors + 1 technical floor + 1 attic + 2 basements + 2 basements).
The land use fee of the CT2 high-rise land plot approved under Decision No. 4876/QD-UBND dated September 7, 2016 of the Hanoi People's Committee is 199,643,524,408 VND, calculated for the scale of the D1 building including 36 floors + 01 roof KT floor + 01 additional technical floor according to the inspection conclusion.
In 2018, the Company fulfilled its land use fee obligations in the amount of VND 199,643,524,408 of the project. Therefore, VINA2 Investment and Construction Joint Stock Company has recommended that the Government Inspectorate and the Hanoi People's Committee review the content of the technical layer that must be submitted for additional construction due to poor planning at D1 building.
In fact, the technical floor of the Company is being arranged with a community room and technical functional areas to serve the building's service management; not used for office or commercial functions.
