Regarding the information about the dike breach in Ngoai village, Tien Luc commune (Bac Ninh province), this morning (October 8), Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that this was just an incident of bank overflow, and that this dike is still under control.
Along with that, the on-duty staff of the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) confirmed the incident of bank overflow occurring at the Tien Luc dyke.
The dike and embankment are the dike that protects a separate area outside the main dike. The dike is often much lower than the main dike, this type of dike is often only resistant to flood water levels outside the river at alert level 2, above alert level 2 often overflows or the locality proactively causes overflows.

Mr. Khong Van Nguyen - Head of the Irrigation Sub-Department (Department of Agriculture and Environment of Bac Ninh province) informed that the dyke in Tien Luc commune has not been decentralized.
"The overflowed dykes mainly affect households in the area, and there are no problems with the main dykes" - Mr. Nguyen said and said that he is in contact with the commune leaders for specific information.
Mr. Tran Xuan Cuong - Secretary of the Party Committee of Tien Luc Commune (Bac Ninh) - said that due to the heavy water flowing from the upper reaches of the Thuong River and the rain, many sections of the dike have overflowed or broken, water flows into the people's fields. Since the evening of October 7, the commune and the authorities have evacuated people, animals, and valuable assets to safety.
"The overflow is very dangerous, so we proactively evacuated people from the flooded area last night, not letting the water rise to handle it. On the morning of October 8, the authorities will continue to check to move assets and people if any to ensure absolute safety for the people" - Mr. Cuong said.
Tien Luc commune has about 60,000 people. Currently, the commune has received support from hundreds of officers and soldiers of Division 3, but many sections of the water are still overflooding in many places, so the commune is providing maximum support to the people.

In mountainous communes such as Son Dong and Yen The (in Bac Giang province before the merger), rising river and stream water levels led to flooding of overflowing culverts, traffic disruption and landslides, affecting roads and houses of people. Yen The commune, Bac Ninh province has 7 isolated households, while the communes of Nenh, Bac Lung, Kien Lao, My Thai are flooded over 1 meter deep.
Currently, flood and storm prevention and control work is still being closely monitored, and the forces on duty are still trying to overcome the consequences.
