According to the MLDB-11/15:30/DBQG Newsletter of the National Center for Hydro-Meteorological Forecasting, in the coming days, the Northern region and Thanh Hoa are likely to experience heavy rain. In that situation, the Ministry of Construction requested relevant agencies and units to focus on implementing timely preventive and response measures to ensure the safety of people's lives and property and the state.
Heads of agencies and units are required to continue to direct and mobilize all forces, means and resources to proactively respond to high tides, floods, inundation, flash floods and landslides after the storm based on their functions and tasks. The recovery of flood consequences needs to be implemented urgently and effectively, minimizing damage.
For the field of road traffic, the Vietnam Road Administration is assigned to proactively organize inspections and reviews of areas at risk of flooding and landslides to promptly have solutions to handle and remote traffic.
Units need to arrange guards, guide traffic, install buoys, and barriers at deeply flooded or fast-flowing water points; absolutely do not let people and vehicles travel until safety is ensured.

In case of landslides or landslides causing traffic congestion, units must mobilize maximum human resources and machinery to overcome the situation, coordinate with localities to ensure the fastest route opening.
The Vietnam Railway Authority and Vietnam Railway Corporation are required to increase patrols and checkpoints at vulnerable locations such as bridges, weak roads, areas at risk of flash floods, and steep passes that are prone to landslides. When there is a situation of flooding or landslides causing disruption of the route, it is necessary to proactively stop the train, stretch the train, organize overtaking, and transfer passengers to ensure absolute safety.
For waterway and maritime transportation, the Ministry of Construction requires units to coordinate with localities to guide safe anchorage for ships, and urgently move vehicles anchored near the river crossing out of the danger zone to avoid colliding with the construction site. Units must promptly recall, preserve buoys and signals when floods come and re-deploy immediately after the flood ends.
The Civil Aviation Authority of Vietnam is assigned to direct units to strengthen inspection of airport systems, terminals, communication, and flight operations; at the same time, closely monitor weather developments to adjust flight schedules, routes, and arrival terminals, ensuring absolute safety for flight operations.
The Department of Economics - Construction Investment Management must require project management boards, investors, and construction contractors to deploy solutions to ensure project safety and prevent landslides during the flood season, prepare solutions to overcome incidents and ensure smooth traffic at construction sites.
The Department of Construction in flood-affected areas needs to closely coordinate with sectors, localities and transport infrastructure management units to promptly fix incidents, divert traffic, coordinate transportation, increase boxes and transport passengers and goods when required.
