The Prime Minister has just signed and issued Official Dispatch No. 157/CD-TTg on the fire at the parking lot under Vinh Tuy Bridge, Hanoi City.
The dispatch stated that at 1:00 p.m. on August 30, a fire broke out at a parking lot under Vinh Tuy bridge in the approach road of the bridge in Hong Ha ward, Hanoi, the initial consequences caused a fire of over 500 motorbikes and risked affecting the structure of Vinh Tuy bridge.
The Prime Minister requested the Chairman of the Hanoi People's Committee to immediately review the licensing and organization of vehicle parking management in the above fire; clarify the cause of the fire.
There are measures to strictly handle the responsibilities of organizations and individuals who violate (if any) related to licensing, management, fire prevention and fighting measures at parking lots under bridges and roads and measures to ensure the safety of bridge works in accordance with the provisions of law.
Direct the city's specialized agencies together with the Ministry of Construction to inspect, evaluate and clarify the impact of the above fire on the quality and exploitation capability of Vinh Tuy bridge project; In the immediate future, there must be immediate protection solutions to ensure absolute safety of Vinh Tuy bridge project.
Direct the review of all parking lots in the city, especially parking lots under bridges and roads, to take timely corrective measures in accordance with the provisions of law, to prevent incidents similar to the above fire from occurring.
The Ministry of Public Security directs the Hanoi City Police and the Police of relevant units to investigate the cause of the above fire; in which, clarify fire prevention and fighting plans to handle the responsibility of collectives and individuals who violate in accordance with the provisions of law.
The Ministry of Construction shall preside over and coordinate with the Hanoi People's Committee and relevant units to clarify the compliance with legal regulations for the operation of the above parking lot.
Organize an inspection and assessment of the impact of the fire on the quality and exploitation capacity of Vinh Tuy bridge project, and report to the Prime Minister on the implementation results before September 15, 2025.
Chairmen of People's Committees of provinces and cities direct the review of all parking lots under bridges and roads in the area, take measures to rectify and strictly handle violations (if any) in accordance with the provisions of law.
take full responsibility if there is any vehicle parking activity under bridges and road bridges that is contrary to the provisions of law, threatening the safety of road bridges in the area, report to the Ministry of Construction the review results for synthesis and reporting to the Prime Minister before September 30, 2025.
