On March 7, Chairman of Hanoi People's Committee Tran Sy Thanh chaired a scientific workshop on "Promoting the highest economic growth in 2025 and striving to achieve double digits in the 2026-2030 period".

At the workshop, experts, scientists, and managers expressed their opinions and proposed solutions to promote the highest economic growth in 2025 and strive to achieve double digits in the 2026-2030 period, contributing to the successful implementation of the 10-year Socio-Economic Development Strategy 2021-2030.
In particular, Dr. Nguyen Dinh Cung said that Hanoi's GRDP growth is always higher than the whole country (except for 2024), but not outstanding. Over the past 14 years, there have been 3 years of growth of over 8% (2015 was 8.07%, 2019 was 8.13%, and 2022 was 9.37%). Thus, GRDP growth of 8% or more has been achieved. However, GRDP growth is decreasing, averaging 7.35% in 2011-2015; 7% in 2016-2020 and 6.44% in 2021-2024.
In the immediate future, according to Dr. Nguyen Dinh Cung, Hanoi needs to re-evaluate the production status of industrial products and mainly exported products; remove obstacles and barriers and provide necessary support to maximize production capacity, so that the processing and manufacturing industry can have the highest possible growth (more than 8%).
Regarding services, in the immediate future, each department and branch will review and evaluate the current status of the development of service sectors under their management and immediately implement necessary solutions, taking full advantage of available opportunities and potentials to at least maintain high growth as at present (for services that have had high growth and play a big role in the capital's economy, including trade, banking and finance, transportation, warehouses, etc.).
Sharing the same view, according to Dr. Dau Anh Tuan - Deputy General Secretary, Head of the Legal Committee, Vietnam Federation of Commerce and Industry (VCCI), Hanoi has services that account for 2/3 of the economies, showing that Hanoi is becoming a center of trade, finance, tourism, instead of developing in balance between sectors. Hanoi has a high growth rate in retail, finance, banking, real estate, but still does not have major international financial centers such as Singapore or Hong Kong (China).
Dr. Dau Anh Tuan said that Hanoi needs to promote innovation, digital transformation in manufacturing industries, create higher added value; expand industrial park infrastructure, especially Hoa Lac high-tech park, attract FDI into production...
Experts also recommend promoting public investment disbursement, Hanoi is very determined to promote key transport projects to try to accelerate as soon as possible to contribute greatly to GDP. Immediately remove legal obstacles for projects, free up resources that are "dead", create products for society, contributing to accelerating the city's economic growth.
Determined to do many large projects immediately
Concluding the workshop, Chairman of the Hanoi People's Committee Tran Sy Thanh thanked economic experts, scientists, and businesses and said: "We are not only " exemplary" but also "shelved" from many angles to review ourselves. From there, we know where Hanoi is, see ourselves more clearly than the advantages and survival".
Chairman of Hanoi People's Committee Tran Sy Thanh stated that office culture and civil servant culture must change; planning work must also be different first - from dykes to major roads or high-tech cities.
"This year, we will be determined to do major projects immediately, to do them for testing for the entire 2026-2030 period. Hanoi will do things very quickly and correctly even if there may be problems with current regulations. The most important thing is to create a development environment according to the two approved capital planning" - Chairman of Hanoi People's Committee said.
