This not only increases the risk of disease spread, affecting food safety and people's health, but also affects discipline and order in the performance of official duties and the effectiveness of state management in the field of veterinary medicine and food safety.
Faced with this situation, the Chairman of Hai Phong City People's Committee signed an official dispatch requesting the Chairmen of People's Committees of communes, wards, special zones and departments, agencies, and branches to strengthen coordination in managing and controlling slaughtering activities; promote information exchange, inspection, investigation and strictly handle violations.
The Chairman of the City People's Committee requested the Chairman of the commune-level People's Committee to strengthen the management of the operation of animal slaughtering facilities; activities of preliminary processing, processing, transportation, and trading of animals, animal products and veterinary hygiene according to regulations. In which, strictly inspect and supervise slaughtering facilities and animal slaughtering activities in the area to prevent, detect and strictly handle cases of collecting, transporting, and bringing animal products that do not meet the conditions for consumption on the market. At the same time, resolutely handle organizations and individuals with acts of legalizing legal regulations for slaughtering facilities that do not ensure veterinary hygiene and food safety; do not allow the emergence of small and spontaneous slaughtering facilities; suspend operations for facilities that do not ensure veterinary hygiene and food safety conditions in the managed area.
The Chairman of the Commune-level People's Committee and leaders of departments, agencies, and branches are fully responsible to the Chairman of the City People's Committee if violations occur. At the same time, direct and assign functional forces to organize inspections and close supervision at animal slaughterhouses, collection facilities, preliminary processing facilities, and animal product processing facilities; strengthen inspection and traceability for the transportation of animals and animal products consumed in the locality. From there, promptly detect and strictly handle violating organizations and individuals; handle the responsibility of heads; resolutely replace violating officials with degraded public service ethics; transfer cases with signs of crime to investigating agencies.
The Department of Agriculture and Environment arranges stable veterinary forces, ensuring the effective implementation of quarantine, slaughter control and animal disease prevention and control. At the same time, directing the strengthening of quarantine and slaughter control to ensure strict implementation according to the provisions of law; promptly detect and prevent acts that distort control results, legalize dossiers, cover up violations; fail to properly implement slaughter control procedures and veterinary law regulations; rectify animal quarantine work of veterinary forces, animal slaughter control work at slaughterhouses in the city.
The City Chairman requested to inspect, review, and evaluate the entire network of slaughterhouses; develop and propose a roadmap to arrange the network of slaughterhouses associated with livestock areas, transportation systems and product consumption in the direction of gradually reducing small-scale establishments, developing centralized slaughterhouses, ensuring veterinary control and food safety suitable to the actual conditions of the locality.
