The highest goal is to urgently stabilize the working order, bring the activities of agencies and units back to normal to focus on immediately implementing professional tasks. Departments, branches, and localities, based on their assigned functions and tasks, develop detailed plans in the spirit of "6 clarities": Clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority.
For specific tasks that need to be done immediately, the Chairman of the City People's Committee assigned the Department of Finance to take the lead in urging departments, branches, commune-level People's Committees, and relevant agencies and units to urgently implement procedures and tasks to complete the disbursement of public investment capital, organize the implementation of tasks, and ensure the completion of the GRDP growth target in the first quarter reaching at least 12%; disbursement of public investment capital in the first quarter reaching at least 25%; pay attention to closely monitoring the progress of 36 key and large-scale public investment projects. At the same time, continue to complete the medium-term public investment plan for the period 2026 - 2030.
The Department of Construction shall take the lead in urgently completing the adjustment of the Housing Development Program and plan of Hai Phong city for the period 2026-2030; advise and propose the selection of crop types and urban landscape designs at some central axes of the city to ensure suitability. Along with that, proactively advise on organizing the implementation of assigned tasks to ensure quality and time in accordance with regulations.
The Department of Agriculture and Environment urgently organizes the auction of land funds that have met the conditions right in the first quarter of 2026, organizes the determination of specific land prices as a basis for collecting land use fees and land rent for projects that have land allocation and land lease decisions without auctioning land use rights in 2026 to be implemented monthly and quarterly to ensure city budget revenue from the beginning of the year.
The Department of Culture, Sports and Tourism shall take the lead in reviewing and issuing regulations on decentralizing relic management to ensure that relics are managed methodically, protected, prevent degradation, and promote the effectiveness of relics. Research and propose plans and locations for placing Ho Chi Minh statues to be appropriate. The Department shall coordinate to advise the leaders of the City People's Committee to organize a working session with the Hai Phong Tourism Association and large hotels, accommodation establishments, and restaurants in the city to improve service quality and ensure reasonable tourism prices, in order to attract and promote tourism and city service growth.
The Department of Home Affairs continues to advise and organize well the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term in the city.
The City Labor Federation coordinates with the Economic Zone Management Board and businesses to implement solutions to organize and implement well the work of bringing, welcoming, and encouraging workers to return to work after Tet, to ensure human resources to serve production; monitor and promptly report human resource fluctuations in the production and business situation of enterprises, especially large enterprises.
The Chairman of the City People's Committee assigned specific tasks to each department, branch, and unit; and emphasized that departments, agencies, branches, and localities, especially heads, should promote the spirit of proactively thoroughly overcoming the situation of "choosing jobs to do". The whole city needs to join hands and unite to successfully complete the targets set right from the first days of the new year.
